| At present,China is going through The New Normal Stage as well as new stage.Although the traditional development model can still show certain effects,its institutional dividends and institutional efficiency are constantly decreasing.For the three provinces,the "Predicaments of Dong Bei" is becoming more and more serious,which is a serious questioning of China’s current transformational development model,and poses new challenges to the system supply capacity and comprehensive governance capacity of the three provinces.For a long time,the development of the three provinces has only been regarded as “political account” while the “economic account” has been neglected too much.The government cost has become the most prominent manifestation of the transitional development dilemma faced by the three provinces,and many institutional problems have been continuously accumulated.It has greatly affected the government’s governance performance and sustainable economic and social development.Facts have proved that many difficulties in government costs are closely related to the dilemma of transformation and development in the three provinces.Therefore,based on the integration of existing literature,this paper uses theoretical data such as public organization theory,public finance theory and public choice theory to apply empirical data and measurement statistical models reflecting government cost expenditure and governance performance.The combination of theoretical analysis and empirical testing —concentrating on the current situation of the cost of the government in the three provinces,summarizing the structural differences between the costs of the three provinces and other similar provinces,and examining the impact of the cost of the three provinces on the economic and social development of the three provinces.Basically,after interpreting the predicaments of the cost of the government of the three provinces and its causes,finally,it will puts forward the countermeasures to optimize the cost structure of the three provinces based on the transformation and development practice of the Northeast and the government’s governance capacity.The findings of this paper or the conclusions of the viewpoint are as follows.First,the construction of the government cost concept system.Government costs are different from administrative costs,government behavior costs,and institutional costs.Government costs are the organizational system of the government,and the alternative and complementary costs of other systems need to be paid by all consumers of the government.The formation logic of government cost has two dimensions: exogenous and endogenous.The components of these two dimensions not only constitute the source of government cost,but also influence the evolution of government cost.Because the government is deeply embedded in economic and social fields,the impact of government costs on the economy and society has institutional characteristics.This is in turn the fundamental logic of the close relationship between the cost of the government of the three provinces and the transformation and development of the three provinces.Second,the status and characteristics of the cost of the government in the three provinces.The multiple cost dimensions of the three provinces in the three provinces,whether it is administrative operation cost,public supply cost,development opportunity cost or integrity risk cost,have certain speciality.The cost of each type of government is basically higher than the average of other provinces in the country.The difference between the three provinces and the whole country in terms of administrative operating costs is not very large,probably at an average level.In terms of public supply costs,the difference between the three provinces and the whole country is relatively large.In terms of development opportunity costs,the difference between the three provinces and the whole country is relatively significant.The cost of government in the three provinces and the transition from spillover to overdraft,the pressure on cost control is greater.Furthermore,the impact of government costs on the economic growth of the three eastern provinces.This paper finds that the general public service expenditure will have a significant positive impact on the economic growth of the three provinces.From the perspective of the dynamic panel model,it introduces certain instrumental variables,analyzes and discovers the unit state-owned investment return rate,foreign investment accounts for the proportion of state-owned investment,and unit technology expenditure.The per capita RD investment and social security expenditures have achieved a significant positive and negative impact on the economic growth of the private sector.Thus,the positive,negative and positive relationship between productive government cost,capital government cost and guaranteed government cost on economic growth were verified.In turn,the research findings on the cost impact of the government of the three provinces were obtained.Then,the predicaments of the cost of the government of the three provinces and its logical causes.The main difficulties of the cost of the government in the three provinces are as follows.In terms of administrative operating costs,although they are at the national average level,the non-institutional administrative operating costs and implicit administrative costs account for a relatively high proportion.This non-institutional and difficult to calculate administrative operating costs have a greater impact on the economic and social conditions of the three eastern provinces.In terms of development opportunity costs,the administrative model of the three provinces is extremely mismatched with the administrative environment and the institutional environment required for the transition.The reforms have been delayed,and the formation of new development momentum has been suppressed.The causes of the above-mentioned government cost dilemma may be as follows: lagging and incomplete system reform,inadequate market and social development,and imperfect government cost control mechanisms.Finally,the countermeasures and suggestions for optimizing the cost structure of the government in the three provinces.This paper believes that in the future,the three eastern provinces should form a joint force with the central government.First of all,it is necessary to smooth down the relationship between the target connotation and the realization mechanism of the revitalization of the Northeast,and to clarify what the three reforms in the three provinces should be based on,what should be based on,and what three preconditions should be relied upon.On the basis of this,the reform in the field of government costs will be promoted in stages and steps.Specifically,it will promote the system to reduce burdens and improve governance capabilities;spread reform dividends and share the benefits of transition;rationalize fiscal and taxation relations,expand powers in counties and counties;open up policy barriers,integrate redundant institutions;orderly administrative contraction,and foster civil organizations.In short,the three provinces need to further introduce the system’s hard constraints,introduce competition,and introduce social forces to resolve the government’s single governance pressure,but the open process needs to be carried out step by step,and it should be included in the comprehensive audit and supervision system to ensure the political and business relations and the benevolence of political and economic relations. |
