The Communist Party of China is the key role to address Chinese issues.The CPC must strictly control themselves and build a solid foundation.Since General Secretary Xi Jinping clearly put forward the new proposition of “administering the CPC under the institution” in 2014,sticking to and strengthening the institutional governance of the CPC has become an important part of the comprehensive and strict administration of the CPC.Institutional governance of the CPC is an important achievement in strengthening and innovating the CPC's institutional construction in the new era,and it is an inevitable choice to strengthen the CPC's ability to manage ability and governance in the context of advancing the modernization of state governance.The CPC's historical mission in the new era determines the general requirements for building of the CPC,and promoting the modernization of the country's governance system and capacity also imposes higher requirements on the governance of the CPC.Institutional governance of the CPC,an important way of the CPC governance,plays an important role during the construction of building a modern CPC in the new era.Fundamentally speaking,institutionalized governance of the CPC is suitable for the scientific construction of the ruling the CPC and the modernization of the state governance,which is the only way to realize the modernization of the CPC governance.We must emphasize that the governance of the CPC operates within the framework of the system,using the system to restrict the behavior of the CPC members,and to deal with illegal and disorderly behaviors,so that the system becomes the CPC's value that all members must follow,so as to take advantage of the system.It can divert into governance effectiveness and promotes the institutionalization,democratization and legalization of the CPC governance.We must pay special attention to the difference between institutional governance and the PC's system construction.It is no longer merely an issue of institutional supply,but emphasizes the cohesion of institutional systems,and the application of governance theories to the implementation of institutional rules and institutional execution culture to form a governance with the main features of legalization and institutionalized system to promote the development towards a comprehensive and strict management of the CPC institutionalized direction.Institutional governance of the CPC is a systematic project.It requires not only a clear target as a guide,but also a certain promotion principle.Through continuous innovation and enrichment in the content and form of the CPC's governance,it will strengthen the effectiveness of the system in managing the CPC.Since the 18 th National Congress of the People's Republic of China,on the basis of sticking to the principle that the CPC must supervise themselves strictly,govern the key issues,and mutual promotion,strengthen the institutionalized approach to solve various affairs within the CPC and standardize the behavior of CPC members,such as strengthening the construction of the system of laws and regulations within the CPC.To promote normalization of the education within the CPC,the long-term anti-corruption system,and enhance the formation of the consciousness of the members.These advancing methods have opened up the concrete practice of administering the CPC in a new era.It will not only help to promote the scientific governance of the CPC,according to regulations,and strictly govern the realization of those three goals of party management,but also helps to enhance the CPC's ruling and managing ability.With the continued advancement of the CPC's system,the promotion of power has been able to function normally under the constraints and supervision of the system,which has improved the system implementation environment and optimized the political ecology within the CPC.In this process,the CPC has also accumulated valuable practical experience,such as using ideological to build the CPC as the basis of preparatory work,improving the implementation of the system as the ultimate goal,and focusing on building a three-dimensional power supervision system,and sticking to the principle of administering the CPC.To govern the CPC in accordance with the rule of morality and so on,this provides valuable lessons for further advancing institutional governance.However,we must also realize that there are still a series of problems in the process of pushing on,such as the incompleteness of the system of laws and regulations within the CPC,the inadequate implementation and enforcement of the system,the imperfect supervision mechanism for the implementation of the system,and the other aspects of the CPC's governance and system.The inadequacy of integration between the constructions,to a certain extent,restricts the process of institutional governance of the CPC and influence the actual effectiveness of institutional governance.Therefore,there is still a long way to go for the effective promotion of the CPC's system,and it is necessary to comprehensively analyze the limitations that influence the governance of the CPC,which only in this way can a targeted solution be proposed.At the present,in order to meet the general requirements for building the CPC in the new era,we must improve quality of the CPC's construction from the perspective of the building of system.We must make great efforts in institutionalizing the CPC.Firstly,play the main role of CPC members in administering the CPC systematically,strengthening the building of the system of members,and providing strong support for promoting the administration of the CPC.Secondly,strengthen the institutional system of administering the CPC and build a system to manage the CPC under a new era.The framework provides a complete system for pushing on the CPC in the new era.Thirdly,improve the implementation of the CPC's internal legal system,and improve the execution of the system through the improvement of the implementation environment,implementation procedures,implementation mechanisms,and implementation culture,and promote the effectiveness of the new era system in managing the CPC.Fourthly,strengthen the institutionalization,democratization,and legalization of the CPC governance,and provide a good political environment and space for institutional governance of the CPC's specific practices.Fifthly,explore new ideas for systematic governance of the CPC's joint governance.According to what was proposed in the Nineteenth Congress report,the CPCs system construction runs through the CPC's political construction,ideological construction,organizational development,manner style construction,and disciplinary construction.Therefore,it is necessary to combine the strengthening of the political establishment party,the organization of the strong party,the positive style of the CPC and the strict discipline of the CPC with the administration of the system of,strengthening the integration of institutional governance of the CPC and others and further advance the new era of the new great project of building of the CPC.
