The labor relations with Chinese characteristics is the general trend and overall objective of Chinese labor relations development under the new historical conditions.The General Secretary Xi Jinping once noted,“The labor relations is one of the most basic social relations”,during the National Model and Outstanding Worker Commendation Conference in honor of International Labor Day,the General Secretary Xi Jinping attended the conference and delivered keynote speech,he stressed,“we need to increase harmonious elements and reduce inharmonious elements to a greater extent,as well as construct and develop harmonious labor relations so as to promote social harmony”;in April of the same year,CPC Central Committee and the State Councils’ Opinion on Constructing Harmonious Labor Relations was issued,it clearly put forward that “Labor relations is an important part of relations of production.It is one of the most essential and important social relations”,this is the clearest definition of labor relations in China so far.As an important part of Socialism with Chinese Characteristics and the endogenous objective existence of labor relations with Chinese characteristics,constructing harmonious labor relations with Chinese characteristics must stick to the general requirement of socialism all the time.In reality,whether the labor relations is harmonious is closely related to the development of the country’s economy and the stability of the society,as well as the workers and employer in the country.The General Secretary has noted,“to build China into a moderately prosperous country in an all-round way,and then a prosperous,democratic,civilized and harmonious modern socialist country is radically by labor and created by laborers,”the keynote speech of the General Secretary Xi Jinping has provided us important guidelines and essential instructions.No matter how historical background and development conditions we face have changed,we should always respect laborers,advocate labor and attach importance to the master position and main force role of the working class and all laborers including the masses of working people in the country’s development,as the General Secretary has required.Constructing harmonious labor relations in our country has already become consensus among laborers,employees and government.As a core element in Chinese tradition,“harmony” has already turned into a widely-accepted development concept in our society.Therefore,the harmony of labor relations must be the mutual respect and cooperation among different bodies of labor relations.Through co-constructing,sharing and putting heads together,we can make a win-win labor relations come true.In this mechanism,relying on as well as respecting workers are where the key lie.By generating certain resultant forces,people can run businesses better.These are profound inspirations gained through constantly drawing lessons and experiences from the tortuous past of labor relations development in our country.The basic experience of coordinating and constructing labor relations with Chinese characteristics is entirely different from the labor process emphasized by capitalist countries,which focuses on capital and believes in inevitable confrontation and conflict between labor and capital.Only when we construct Chinese labor relations in accordance with a harmonious one,can our business have the possibility to maintain healthy and stable development,can the masses of employees have the possibility to continue to realize their own lawful rights and interests.Why the labor relations in our country can achieve a fair,equitable,stable and harmonious development? An important reason is that the management philosophy for the vast majority of Chinese enterprises has Chinese characteristics.This kind of Chinese characteristics lies in people-orientation,employee-orientation,believing in that both employers and laborers are constructors of a socialist country;in our country,the vast majority of enterprises understand development as the one with Chinese characteristics.The Chinese characteristics lie in: constantly considering the vast majority of laborers as co-keeper and co-constructor to help the enterprises gain further survival and development;constantly considering the masses of laborers as the basic sources and internal driving forces to support enterprises’ survival and development,to keep enterprises’ special advantages,to maintain enterprises’ competitive advantages;constantly treating employees with sincerity and taking social responsibility;constantly protecting employees’ lawful rights and interests as well as respecting employees’ rights of development.The reason why China can always achieve these is because: China has got a firm and correct direction from the socialist road,theory,institutions and culture with Chinese characteristics,which is tested through practices and in line with China’s national conditions;China has got a goal of finishing building a moderately prosperous country in an all-round way by the time the Communist Party of China celebrates its centenary,turning China into a prosperous,democratic,civilized and harmonious modern socialist country by the time the People’s Republic of China celebrates its centenary in 2049,realizing the Chinese dream of the great rejuvenation of the Chinese nation;China has got innovation,coordination,green development,openness and sharing these five new development concepts;China has got the “five-in-one” overall plan for promoting economic,political,cultural,social,and ecological progress and Four-Pronged Comprehensive Strategy,which are to finish building a moderately prosperous society,to deepen reform,to advance the law-based governance of China as well as strengthen Party self-discipline.These aspects fully present the CPC Central Committee centering on General Secretary Xi Jinping’s overall framework on governance since the Eighteenth National Congress of the Party.The General Secretary Xi Jinping once stressed,“All people,including the masses of employees must use their industrious hands and the sweat of hard work to realize the Chinese dream.There is no free lunch,”harmonious labor relations with Chinese characteristics definitely cannot be constructed “without harmonious labor relations,it needs labor relations’ vigor,which is full of market competition,and stability with harmony and reason as guarantee.”Based on the guidance of Marxist Labor Relation Theory principles,the foundation of previous studies on labor relations,the basis of the current situation faced by China’s labor relations at the present stage,the prediction of labor relations’ challenges and trends in the future,as well as the reference of labor relations’ development and practices in western countries,this research analyzes the outstanding problems within China’s labor relations for a certain period of time and the reasons causing these problems.According to these research contents,we try to improve the labor relations in our country and put forward corresponding suggestion to promote the construction of harmonious labor relations with Chinese characteristics.The main framework includes six aspects below.Chapter One: The harmonious labor relations with Chinese characteristics.This part starts with relevant concepts and carries out interpretation,analysis and general situation of the concepts like labor relations,harmonious labor relations and harmonious labor relations with Chinese characteristics through interpreting and analyzing existing literature.Chapter Two: The theoretical basis for the construction of labor relations with Chinese characteristics.This part mainly sorts out the thoughts and theories on labor-management cooperation in Marx and Engels’ masterpieces,extracts some western schools and main research on labor-management cooperation and comparatively analyzes these theories.Chapter Three: The historical research on how China has adjusted labor relations.This part takes the perspective of the historical development of China’s labor relations.It uses the historical development process as vertical axis,and the theories and practices of labor relations as horizontal axis.By analyzing the policies,laws,adjustment background and effects of labor relations in different periods,we draw a sketch for the general situation of labor relations historical development in China.Chapter Four: The outstanding problems within China’s labor and the main reasons causing these problems,as well as the prediction of the trend for China’s labor relations development in the future.This chapter is about discovering problems,revealing controversies,explaining reasons and exploring the future.Chapter Five: The inspiration from labor relations development in typical developed countries.Due to the differences on economic development,legal institutions,historical culture,moral tradition,party politics and labor movement in western countries,their theories on labor relations and adjusting system have different characteristics.This chapter chooses some typical labor relations in developed countries and gives them a brief introduction.Chapter Six: The suggestion on constructing harmonious labor relations with Chinese characteristics.Combining the sorting of theoretical basis,practical experiences,controversy issues and references of foreign countries in previous chapters,we carry out some thoughtful and realistic suggestion on how to construct harmonious labor relations with Chinese characteristics in the current period and future.These suggestion includes some thoughts on basic theories as well as some countermeasures on the level of micro-operation.
