Research On "One Case One Meeting" System Of Rural Public Goods Supply

The effective supply of rural public goods is not only related to the development of agricultural production and the improvement of living standards of farmers,but also the harmonious development of socialist new rural construction,rural democratic politics,balanced urban-rural development and t propelling society to develop concordantly,so how to solve the rural public goods supply is an important problem at present."One Case One Meeting",including policy of financial reward and subsidy and the system to raise fund and labor,is the main content of rural public goods supply after the tax reform in rural China.The system,which is essentially a collective choice,a game mechanism between client and agent,can display the real needs of public goods preference,democracy and science,therefore it has important significance to improve the efficiency of public goods supply and use efficiency.This study,based on a typical sample of Fujian's practice and the relevant literature,explores the question of "One Case One Meeting" system of rural public goods supply,has conducted the empirical study deeply.The thesis takes theories of public goods,public finance,public choice and institutional economics as main guidance.According to the thought of raising,analyzing and solving problems,this paper summarizes rural public goods supply theory and the research dynamic of domestic and overseas,bases on fully defining the relevant concepts,statistically analyzes status quo of "One Case One Meeting" system of rural public goods supply,concludes its effect and difficulty,and further analyzes the reasons.As its beginning inefficient,the system of "One Case One Meeting" of rural public goods supply is questioned.To solve this problem and get the system's influence on rural public invest,this paper draws on investigation from 246 village cadres and establish negative binomial regression model.The result shows the feasibility and effective of "One Case One Meeting"system on rural public goods supply.Basing on this,in order to effectively play the role of system of "One Case One Meeting" of rural public goods supply,this paper analyzes the main factors affecting the operation of the system,which provides research ideas for generalizing and innovating of the system,offers theoretical and empirical basis for the research on rural public goods supply system.In order to increase the persuasiveness of the research,the paper uses the methods of normative analysis,empirical analysis,qualitative analysis,quantitative analysis,comparative analysis and case study etc,and analyzes the literature review with the method of normative analysis,collects the basic data with the method of questionnaire investigation,analyzes the status of "One Case One Meeting" system of rural public goods supply in Fujian province,analyzes the relationship between"One Case One Meeting" system and rural public goods supply using negative binomial regression model with the method of combination of normative analysis and empirical analysis,analyzes the main factors affecting the operation of the system through building OLS model with the method of combination of qualitative analysis,quantitative analysis,and finally analyzes generalizing and innovating of the system with the use of typical case studies.The main conclusions of paper can be summarized as follows:(1)On the whole the evaluation of "One Case One Meeting" system and its performance is high;(2)The positive effect of“One Case One Meeting" System of Financial Reward and Subsidy is obvious;(3)"One Case One Meeting" System of Financial Reward and Subsidy plays a significant part in rural public goods supply.According to investigation from 246 village cadres and establishing negative binomial regression model.the result shows a profound effect of "One Case One Meeting" system on rural public goods supply.Therefore it is not a simple repeal of"One Case One Meeting" system,but should be fully and continuously improve the system,to play the role of investment in rural public goods;(4)"One Case One Meeting" system is not suitable for all construction of rural public products.Although the system is currently the main way of rural public goods supply,but does not mean that is the only way,the case of Chang Ji village Bai TA town illustrates this point;(5)There are some influence factors which are raising fund and labor?the village collective economic situation and government fund.To obtaining these main influencing factors,the paper builds OLS models from aspects of villagers' collective action?rural areas collective economy and government support.It concludes the system is mainly influenced by the scale of villages,the village collective economic situation and government support;(6)In order to enable the favourable promotion and innovation of "One Case One Meeting" system of rural public goods supply,the institutional arrangement should also include the design of these two aspects:incentive mechanism of raising fund and labor and management.Some areas in Fujian Province,such as park construction project at the village of Qi Bu,provided a successful practice,which affords us experiences that merit attention.
