society.China have been implement offering expenditure for cultural relics by government.With both the central and local governments' attention,fund for cultural relics protection has played a crucial role in protecting and inheriting cultural heritage,providing public culture service and strengthen central government 's ability for macroeconomic regulation and control.However,since 2013,the supply of funds for the protection of cultural relics in China has encountered severe challenges.Lacking of funds in grassroots' cultural relics protection,Local governments lack the power to fund conservation,blockage existed in the channels for enterprises and individuals to participate in the protection of cultural relics,The public's satisfaction with the preservation of cultural relics declined,the fund for the protection of cultural relics in China falls into the dilemma of insufficient supply and low efficiency.In this paper,the supply of funds for the protection of cultural relics is taken as the starting point,and through the analysis of a large number of data,the problems in the supply system of funds for the protection of cultural relics are corrected,and the effective supply ways of funds for the protection of cultural relics are discussed.Solving the dilemma of grassroots cultural relic protection by adjusting the way of fund supply,mobilize the enthusiasm of local governments for cultural relic protection,build a good situation in which the whole society participates in the protection of cultural relics,and meet the demand of the public for the supply of cultural relic products.The research methods takes public finance theory as the theoretical basis.Based on the development course and trend of China's cultural relics since the founding of the People's Republic of China,this paper sorts out the supply of cultural relics protection funds comparing the public finance theory with the principle of publicity,finiteness,fairness and efficiency.discussing the problems and causes in the supply of funds for the protection ofcultural relics from four aspects: the supply scale,the main body,the supply structure and the supply efficiency.Analysis the supply of funds for the protection of cultural relics and public financial requirements and the development of China's cultural relics unmatch part.This paper collects and sorts out the data of fund supply of cultural relic protection in China since the founding of the PRC,and makes a longitudinal comparison of fund supply quantity and distribution in a long period of time.Meanwhile taking comparison cross industry and national boundary comparison.Make expenditure supply analysis more convincing.Supply to expenditure of cultural relics' issues were found through role.Although fund supply system cannot provide the success or failure of cultural relic product,fund supply reflect the cultural relic protection management ability and level,and fund as the important engine that leverages career showing the irreplaceable effect.The problems in the supply of cultural relics protection funds have led to the contradiction between the supply and demand of cultural relics protection products,which has aroused the public's dissatisfaction.Solving the supply of cultural relics protection funds has become a key link in the development of cultural relics protection in China.Finance is controlled by government and administration is displayed by finance.To solve the supply of cultural relics protection issues,administrative management shortcomings must besolved through supply,transform management behavior by adjusting expenditure supply regime,taking supply as the pole to display the cultural relic protection function realizing effective supply of expenditure of cultural relics protection.Department in charge of cultural relics should be separated from specific administrated items,pay close attention to the research of heritage management policy and design of the supply to the heritage protection.To realize that,first of all,transform government functions.Plural supplies in cultural relics,ensuring different government,enterprise and constructs a management mode which matching the same administrative power and financial powerreflecting on the existing administrative power division system based on the principle of territorial management is adjusted into a new administrative power system based on the principle of the work undertaken,and a corresponding financial power is established on this basis.Last It is proposed to establish a transfer payment system for cultural relics protection funds below the provincial level to pull out of the dilemma of cultural relics protection funds at the grassroots level.Expenditure for cultural relics takes most part to Chinese cultural relics career,it is the reflection of related policy.Effective supply of the expenditure have important influence on meeting pubic needs to,upgrading governance system and ability and even initiating new situation to cultural relics protection.
