In December 1945,President of the United States,Truman,sent special envoy Marshall to China to mediate the eontradictions between the Kuomintang and the Communist Party of China(CPC in short).This event was closely related with Hurley’s resignation.At a later stage of his stay in China,Hurley could neither stop the intensified military conflicts between the two parties,nor could he lose his neutrality as a third-party mediator.Marshall’s mediation was based on Truman’s statement.And Marshall’s visit of China could be divided into two stages.He was neutral in the first stage while in the second stage he was in favor of Jiang Jieshi’s stance of starting civil war.However,Marshall’s mediation was not only a matter of time,but also about the scope.In the first stage,Marshall signed an armistice order,organized negotiations on the army consolidation plan and called for the CPPCC resolution.During this period,the Kuomintang compromised a lot while the CPC benefited a lot.When it came to the second stage,the CPC has seized the opportunity to control the Northeast.Marshall had supported the Kuomintang’s possession of the Northeast before in order to keep a balance of the power in the area.In short,the CPC was at a disadvantage at that moment,and Marshall supported the politics of the CPC;the Kuomintang accepted the beleaguered Northeast,while Marshall helped the Kuomintang to accept the Northeast by force.Marshall made great efforts to maintain the balance of power between the two parties so as to make adjustments with regards to Marshall,’s principle of resolving the contradictions.Eventually,both parties believed that Marshall supported the other.Although by means such as military embargo against China,Marshal tried to force Jiang to accept his mediation,he also approved of selling surplus wartime goods to the Kuomintang.Marshall’s "aid to Jiang" is true,but its purpose was to give the Kuomintang enough time to complete its self-reform and implement a stable and democratic rule.Although the influence of "anti-Communist" would be inevitable after the outbreak of the civil war,it was not an ultimate goal.It was not precise to juxtapose "aid to Jiang" and“"nti-Communist" and it was not even evident to take Marshall’s mediation as a means of "aid to Jiang",and anti-Communist".For a long time,one of the obvious strategic intentions of the United States to China has been to strive to build a pro-American Kuomintang government with a broad public opinion base,especially one that can accommodate the Communist Party.However,on practical issues,especially when specifically intervening in the Kuomintang-Communist dispute,the intention of the United States is often out of balance.Marshall’s mediation tried to maintain the balance between the actual strength of the Kuomintang and the Communist Party;the strong let it continue to be strong,the weak let it continue to be weak.The problem is that the Kuomintang is stronger,but the Communist Party is unwilling to be too weak.The Kuomintang has a sense of superiority in strength,while the Communist Party has a sense of superiority in politics and in the will.The superiority of each other makes both sides unwilling to give in too much.The reason why they all agreed to Marshall’s mediation in the middle was that they wanted to rely on American pressure to gain greater rights.Under the background that the world is divided into two camps,no matter how dissatisfied Chiang Kai-shek and the Kuomintang are with the United States,they still have the feeling of "integration" in psychology with the United States,and no matter how close the Communist Party and the United States are,there will be an inextricable separation.Naturally,the United States feels the same way about the Kuomintang and the Communist Party,which is a big reason why a few American diplomats have failed to change the U.S.policy toward China.
