poverty,that is more serious.Strengthen the grassroots health service system construction,improving the grassroots health service and the western region health service ability,promoting the farmer groups health is very important.Only in the western region of understanding the basic situation of the public health service,understanding local government in the public health service ability construction and development are the main,can be helpful for a national and the local government in analyzing and solving problems,and make the relevant policy goals more clear.The study of the theoretical value lies in:first,through the research of western experimentsite area public health service,can a summary of western local governments public health service system reform of experience with the shortage,for local government to promote the public health service providing the theory basis for sustainable development;Second,with the aid of empirical research,to further broaden and the duty of the government..This study in the public health service input take the methods of difference from western and eastern gap,and select region in the east several pilots system of sampling theory,the selection of shaanxi five pilot area counties(rich,medium,general,poverty),more case study,the different emphasis on public health service reform mode for analysis,using content evaluation capacity is low government,because do not know the feeling of the citizens,often can reduce investment by way of keeping the efficiency of medical service.This study of another is found,the satisfaction and citizens health improve two dimensions.The future research can test different if the samples will be the results of the influence.Through the multiple regression analysis,found that funds,technology with citizens is negatively related to the cost of medical service.It shows that if the government takes the attitude of the cooperation with medical institutions,pursues the win-win results,often can keep better public health service into effect,effectively reduce the medical treatment cost for citizens(including money,time,energy,feelings,etc),and leads to the medical personnel can better involved in the entire medical system reform.Health service staff with citizens in the investment cost of medical service related.This suggests that they tend to adopt concession in the style of the medical personnel,because the medical cost subject to citizens,his sense of achievement dose not get satisfaction,also shows a real level,so it cannot be good into the reform,which causes the person to reform the fall in the levels of perception cohesion.Through the hierarchy of regression analysis,found that the public health service investment cost of citizens,and then affected regions rates of poverty.This shows that the public health service into itself will not affect poverty areas,but affected by the cost of medical service influence and citizens fall in poverty.At the same time,from the public health service system experimentsite area east of comparison,the western in the public health service system all aspects are far behind the eastern regions,no matter in the reform of time or in the public health service commitment all lag many,the ideology of the rulers of the change of system plays an important role;Further through the eastern and western areas is equal access to public health service,found that public health investment too little in the western region.the behind the most fundamental difference between the eastern and western area,it is that which lack of investment in the west of the public health service,in the whole country the west is the lowest level.At the same time,this low investment also increases the cost of medical service citizens received,impacts the the development of local economy.
