The time law of container liner ships' operation on port is an important theoretical basis for port management optimization researches. However, there is no theoretical excavation that reflects its operation essence and has universal significance for this new shipping mode which fundamentally changes the traditional mode that ships arrive at ports randomly, which lead to a lack of corresponding technical support in the major decision-making of container terminal operation and management.Based on the theory of stochastic process, this paper focuses on the basic law of port operation time of container liner and its application value in port investment planning management, production planning management and production scheduling management by means of mathematical statistics, computer simulation and optimization algorithm. This study is of great theoretical and practical significance for further mining the essential characteristics of container liner operation, revealing the rules of port operation time and optimizing port management. The specific research contents of this paper are as follows:(1)Aiming at time law of container liner ships'operation on port, and starting from the operation characteristics of container liner ships, this paper analyzes the basic characteristics of the operation by taking the inter-arrival time, handling service time, deviation time between actual arrival and schedule time, and deviation time between handling service and planned time as the breakthrough point. Then analyses the probability distributions corresponding to the characteristics and uses a large number of data of the world's major container ports and cross sea liner routes to carry out empirical test. The results show that the port operation time of container liner follows the high-order Erlang distribution, which provides a theoretical basis for revealing the operation time law on port.(2)Aiming at the application problems of port planning management, the berth capacity of container port is estimated by using the operation time law of container liner ships' on port.Based on the actual situation of Dalian port,an arrival process of compound queuing based on Ek/Ek/S is proposed to reflect the process of ships arriving at the ports and handling in turn according to their schedules.A discrete-time simulation model based on the time law of container liner operating on port are established. The influences of this time law and two management modes(i.e.,group management mode and integrated management mode)on the port capacity are analyzed. The results show that different probability distribution functions have great differences in the estimation of port capacities, and the integrated management mode can effectively delay the time of port construction.(3)Aiming at the application problems of port production planning management, the long-term berth allocation planning problem is optimized by using the operation time law of container liner ships' on port.An optimization model of berth allocation planning for container terminals is presented with the objective of minimizing the loss of berth maneuvering time.A hybrid algorithm is designed,in which the genetic algorithm is taken as an outer framework and the simulation process is embedded in it.The container terminals in Dalian port are taken as an example to test the presented model and algorithm. The results show that the application of the time law to berth allocation planning problem can effectively reduce the impact of deviation time on berth allocation planning.Different probability distributions have great influence on the analysis results.(4)Aiming at the application problems of port production scheduling management, the berth and quay crane collaborative scheduling problem is optimized by using the operation time law of container liner ships' on port.Considering the operation characteristics that container liners arrive and depart according to their schedules and the demands of port enterprises to pursue low operating costs,a bi-objective optimization model is presented with two objectives of maximizing the guarantee rate of container liner departure on schedule and minimizing the terminal operation costs.A superposition local search algorithm is designed and embedded into the non-dominated sorting genetic algorithm with elite strategy to obtain Pareto solution. The concept of cost performance and quantitative method are used to select a satisfactory solution with the minimum benefit bias to the ports and shipping companies. The results show that this optimization idea can reduce the operation cost of the port.Different probability distributions have a great impact on the analysis of the guarantee rate of departure on time.
