The rapid economy development has led to a sharp increase in the consumption of energy.The non-renewable nature of the traditional fossil energy has raised concerns about the global energy supply security and begun to affect the sustainable development of the global economy.Meanwhile,the consumption of the traditional fossil energy has led to a series of environmental problems.With the intensification of energy consumption,environmental problems become more and more serious and gradually affect people's daily life.In order to change the energy structure,protect the environment,mitigate the global climate change and realize the sustainable development,many countries begin to seek the alternative energy.Many countries around the world favor the renewable energy for its renewable and less polluted and begin to vigorously develop renewable energy.After the long-term development,countries make remarkable achievements in the development of renewable energy in the long term.As the world's energy consumption and greenhouse gases emitters,China has actively joined the construction in energy conservation,adjusted the energy structure and intensified the development and use of renewable energy.In the leading position of the utilization of hydroelectric power,solar photovoltaic,wind power and so on,China contributes the largest share of new renewable energy resources around the world each year.Although China has made remarkable achievements of promoting renewable energy,the development of specific renewable energy projects is still going badly.In order to promote the development of renewable energy,it is necessary to strengthen the study of the potential impediments further.According to the existing studies on the influencing factors of the development of renewable energy,it was found that most studies only identified the related factors based on specific renewable energy projects.What's more,most of them confined to the qualitative description of related factors,not the quantitative analysis,which didn't show the degree of influence of various factors on the development of renewable energy and also interaction relationship among various factors.In addition,the process of renewable energy development involves the participation of multi-stakeholders.The existing studies only integrated the opinions of different stakeholders on various factors and put forward the solutions relevantly,but didn't establish an analytical framework to analyze the participation of multi-stakeholders.A large number of studies pointed out the importance of public acceptance to the development of renewable energy,which means there is a need to consider the influence of the public participation in the formulation of renewable energy development plan and the decision-making of renewable energy.So in order to explore the influence factors of renewable energy development,the following problems are needed to solve: including building a unified framework to analyse the various factors,quantifying the various factors for its impact of the development of renewable energy and influence with each other,determining the effect of the concerns of different stakeholders on the other factors in the system,and quantifying the effect of multi-stakeholders' participation about the establishment of decision making of the development of renewable energy.In order to solve the above problems,according to the stakeholders theory,this paper will re-examine the factors affecting the development of renewable energy based on the existing studies and establish a unified analysis framework in order to analyze how each factor affects the development of renewable energy and public acceptance.In this framework,by using the optimization theory and methods,this paper analyse the decision-making process of renewable energy considering the participation of multistakeholders,and provide relevant suggestions for different stakeholders.Specific research contents include :(1)reclassifing the factors affecting the development of renewable energy in existing studies based on the stakeholder theory,and establish the intuitionistic fuzzy cognitive map as a unified framework for analyzing all the influencing factors by using the intuitionistic fuzzy logic and fuzzy cognitive map;(2)under the unified analysis framework,quantifing the influence of the factors concerned by different stakeholders in the system by using scenario analysis;(3)establishing a bilevel programming model which includes public and company participation of government decision-making process of the development of renewable energy based on optimization theory.At the same time,this paper makes plans combining with the goals of the government and the public,provides the suggestions of the policy in the different scenes correspondingly and gives solutions by considering the goals of government and companies.;(4)in order to solve the bilevel programming problem,this paper proposes a novel method by nesting the improved fruit fly optimization algorithm to avoid the dilemma of solving the problem;(5)giving suggestions about solving the difficulties of developing the renewable energy and providing reference for making more scientific development plans.In the above research contents,this paper draws the following conclusions:(1)under the analysis framework of studying the influencing factor of the development of renewable energy involving many stakeholders,we found the related factors affecting the development of renewable energy doesn't independently exist and they have complex causality correlation with each other.Moreover,the government policy has the significant influence on enterprise technology development,and public acceptance for renewable energy is affected by the government's information promoting;(2)based on the improved fruit fly optimization algorithm,a new algorithm for solving bilevel programming problem is proposed,which can solute the complex bilevel programming problems and verify the solution effect of the algorithm by numerical experiments.The comparison with two existing intelligent algorithms also shows the superiority of the algorithm.(3)through establishing a bilevel programming model,this paper considers the public anticipatation of making the decision of the development of renewable energy.Under the situation of increasing investment and adjusting the government policy,we can realize the goal which government improves the public acceptance for renewable energy and promote the development of renewable energy.At the same time,we can also change the potential impact on the residents' health and the environment with the development of renewable energy.(4)the participation of renewable energy enterprises is considered in the government's decision to develop renewable energy by using the bilevel planning model.In order to achieve the goal,the government needs to increase the investment,and adjust the policy direction and means when facing different enterprise goals.Among them,the government control of renewable energy technology access conditions will greatly reduce the impact of the development of renewable energy to the environment.The main contributions of this paper are reflected as following:(1)On the basis of the stakeholder theory,this paper establishes the intuitionistic fuzzy cognitive map,as the framework for the analysis of factors influencing the development of renewable energy by using intuitionistic fuzzy logic and fuzzy cognitive map.This paper explores the relationship between various influencing factors,and provides a new way of thinking and analysis framework of multi-stakeholders' decision making in the development of renewable energy.(2)based on the improved fruit fly optimization algorithm,this paper proposes a bilevel improved fruit fly optimization algorithm to solve the bilevel programming problem,and verifies the effect of the algorithm.The algorithm can be applied to the solutions involving multi-stakeholders about the development of renewable energy.(3)using the bilevel optimization model,this paper simulates the process of the government policy decision-making in the development of renewable energy under the circumstance of considering the participation of the public and companies and give suggestions in different target situations through the scenario simulation.
