Large-scale scientific instruments and equipment is the key input elements of scientific and technological innovation,and also an important determinant of regional innovation ability.At present,it is universal that coexistence of unused stock resources and application demand cannot be met.The research results and practical experience of the optimal allocation of scientific and technological resources show that promoting the sharing of large-scale scientific instruments and equipment in the region is an effective means to solve this problem.In order to further enhance the scientific and effective formulation of relevant policies and measures,it is necessary for regional sharing system carried out from the micro level to the meso level,accurately grasp the various influencing factors,to provide scientific guidance for the implementation of the relevant optimization measures.This dissertation follows the practice of "induction-theoretical analysis of the concept of practice",the integrated use of literature research,questionnaire survey,case analysis and other means,the area of large scientific instruments sharing system connotation,structure,operation and evolution aspects of in-depth analysis.To determine the main influencing factors of regional sharing system and observation variables,clear regional sharing order parameters and the observation index,and the large scientific instruments sharing system of Tianjin city as the object of case analysis,feasibility analysis conclusion and analysis framework and validation,based on the experience from home and abroad,put forward relevant countermeasures and suggestions.The main contents and results of this dissertation are as follows:1.The concept of regional large-scale scientific instrument and equipment sharing system is proposed.The participation of regional large scale scientific instruments and equipment is diverse,and the relationship is complex,and has obvious integrity.Combined with the connotation of large scientific instruments sharing,the large scientific instruments sharing system is defined as a specific area within the administrative area,.Large scientific instruments sharing participants,according to the specific rules by laws and regulations,policies,protocols and cultural elements are integrated to form,mutual connection,mutual cooperation,to achieve the goal of maximizing the and the composition of the regional system of large scientific instruments and equipment through the sharing of benefits.This definitionclearly put to the administrative region as sharing system helps to constitute a specific boundary,a clear distinction between the internal and external environment,especially from the national policy and local policy effects on the mode and effect of sharing,which overcomes the shortcomings of previous studies for policy impact distinguish deficiency,and can provide a useful reference in order to carry out similar studies.2.The theoretical model of the whole process of regional sharing system running with the initial allocation of resources as the starting stage is constructed.Based on the analysis of the allocation and optimal allocation of scientific and technological resources,it is proposed that the unbalance of the regional large-scale scientific instrument and equipment sharing is due to the initial configuration,and the optimization of the sharing is also aimed at solving the imbalance between the supply and demand which is originating from the unbalance of initial configuration.Therefore,it is necessary to consider the initial phase of the resource configuration as the starting stage of the running of the sharing system.Based on this,this dissertation constructs a theoretical model for the operation of regional large-scale scientific instrument and equipment sharing system in three stages,including initial configuration,information interaction and sharing services,and analyzes the basic operation mode and the impact on the whole system at all stages.This model can more fully describe the operation process of the system,help to grasp the influencing factors of the regional sharing system,and provide useful reference for deepening the related theoretical research,so as to provide useful reference for practice.3.15 influencing factors and observation variables of the regional sharing system are proposed.The dissertation put forward 15 factors influencing the disturbance of utility and the corresponding observation variables,based on the in-depth study of the general process of sharing the large-scale scientific instruments and equipment in region,and the components of the system.These factors have been realized by the organic unity of microcosmic and meso – meso,and avoid too much emphasis on the analysis of a system of regional sharing,leading to the conclusion of the study overall shortage,to enhance research overall and systematic reference,can also provide management practice effective analysis framework for the relevant departments.4.5 order parameters and their observational indexes are proposed in the dissertation.Since the regional sharing system has self organization characteristics,its order parameter of system can be identified as the use intensity of instrument and equipment,the supporting ability of innovation activities,the diffusion vigor of tacitknowledge,the efficiency of instrument and equipment sharing and the ability of market operation.Observational indexes corresponding to them can be determined as the average annual operating rate,the average annual external service rate,the sharing platform service rate,the guiding operation ratio and the market revenue intensity.The observation index can be obtained through the relevant statistics and investigation.The order parameter and the corresponding observation index,to a certain extent,solve the existing research results of order parameters are highly condensed,causing the corresponding data can not effectively access,or only by the macro statistics lead to inadequate research methods and conclusions from the regional share the basic characteristics of the system,the related theory system is a beneficial supplement.At the same time,it can also provide an effective observation method for the relevant departments to determine the evolution phase of the regional sharing system.5.The effectiveness and feasibility of the analysis framework of the regional sharing system is verified by case analysis.Taking Tianjin large scale scientific instrument and equipment sharing system as a case,this dissertation makes a case verification of the analysis framework and research method of the regional sharing system,including the influencing factors,evolution process observation and so on.The analysis results show that in the full statistical data and survey data support,using the theoretical research conclusions and the principal component analysis,analysis method of mature and effective DEA analysis,to carry out effective analysis on the specific object,so as to optimize measures to provide scientific guidance.
