Evaluation Of The Sustainable Development Planning For New City From The Perspective Of City's Comprehensive Development

Since the reform and opening,China has made remarkable achievements in urbanization increasing at a rate of 1% annually.Although the urbanization is conducive to the upgrading of the economic structure,transformation of consumption structure and solving the overcapacity problem,the process of rapid urbanization has also exposed a series of problems,such as the uncoordination of city development with ecological environment,the mismatching between city function and social demand,the obscuration of city culture and so on.The city planning is a key issue to the direct determination of the spatial shape,the physical form of a city and the indirect decision of a city's spiritual shape,which is shown to be relatively short-sighted based on the above problems.More attentions were paid to the economic benefits in the previous planning,without considering the social,cultural,ecological and policy level factors in some extent.The concept of sustainable development should be introduced to planning of project and city.The whole city should be defined and planned with the comprehensive development perspective to fundamentally solve the problems encountered in the current city development.Based on the above background,this paper expounds the connotation of the comprehensive development and sustainable development planning of the city and new city on the basis of the previous studies and related theories.Combined with the goal of the sustainable development of the new city from the comprehensive development perspective,the connotation of the sustainable city planning from comprehensive development perspective is abstracted,which includes ecological environment,social environment,economic environment,cultural environment and policy environment.These elements are comprehensively and systematically planned according to the present situation of the nature,society,economy,culture and policy of the city,to achieve fairness between generations and the harmony and between human and nature.Based on the perspective of the city's comprehensive development,sustainable development evaluation index system of the new city planning is established,including ecological subsystem,social subsystem,economic subsystem,cultural subsystem and political subsystem.Moreover,the second-level and third-level indicators are selected for each subsystem.The analytic hierarchy process combined with fuzzy comprehensive evaluation method in addtion to the distance-based evaluation method of coordination levelare selected to evaluate the sustainable planning of the new town based on the systematical analysis of the city‘s characteristics.The sustainable development evaluation index system of the city planning is simplified and established,and its effectiveness is verified by evaluating the city planning of Zhengzhou Riverside International Eco-aquapolis with the method of fuzzy comprehensive evaluation system.Several conclusions are made and some suggestions are proposed for Zhengzhou Riverside International Eco-aquapolis from five aspects of the ecological,social,economic,cultural and policy systems to improve the planning the new town.
