The Measurement System And Methodsin Higway Construction Projects

Transportation infrastructure investment has not only promoted the development of China's transportation,but also had a profound impact on economic and social development.The effectiveness of the government's public expenditure is a major component of transportation construction investment.It is also the need of scientific financial planning,democratic financial planning and innovative financial planning.Government's public expenditure is an important part of transportation infrastructure investment,and it is the major factorto measure the effectiveness of infrastructure investment.With the rapid increasing of traffic project mileage,maintenance management becomes a heavytask,and it has become a significantproblemfor financial investment management departmentto evaluate the level of maintenance managementobjectively.Based on the analysis of theories and methodsat home and abroad,this paper does research on performance assessment and resource allocation of transportation infrastructure with the support of finance.And it develops principal component analysis,data envelopment analysis and genetic algorithm method,to establish quantitative evaluation model of transport infrastructure.To use of maintenance funds efficently and promote the scientific and standardization of traffic project maintenance management,we build the appraisal system,decision model for traffic project maintenance managementby improving evaluation methods.The main contents include:(1)The evaluation index system of transportationprojects supported by finance.It includesanalysisof transportationdevelopment,factors affecting transport infrastructure construction,andthe evaluation index systemof traffic infrastructure construction.The index system involves several aspects:outputrefers to the public products and services;effectsrefers to economic benefit,social benefit,environmental benefit and sustainable impact;it also includesthe satisfactionof project beneficiaries and the cost for the desired output.(2)Thequantitative studyon the performance evaluation of traffic infrastructure construction supported by fimance.It refers to the analysis frameworkof performance evaluation of traffic infrastructure construction supported by finance.And we develop principal component analysis and data envelopment analysis to construct the model of efficiency evaluation for traffic infrastructure construction.Finally,we proposethe overall and efficiencyevaluation of traffic infrastructure construction based on principal component analysis and data envelopment analysis respectively.(3)The maintenance evaluation system and decision-making model of road construction project,including road safety engineering acceptance list,road security program evaluation and security engineering evaluation.AHP analysis method is developed to analyze the evaluation system.And through the analysis of different management scheme,we construct the project level maintenance decision-making model and network maintenance decision model.The innovations of this study are as follows:(1)Constructing the analytical framework of transportation infrastructure performance evaluation.The studyon the finance efficiency and resource allocation canplay an important role on determining the scale of transportation projects,improving regional structure and project structure of financial investments,enhancing service levels of financial infrastructure,etc.(2)Evaluating theperformance of transport infrastructure supported by the finance.This paperproposes the performance evaluation model of transportation infrastructure,develops principal component analysis model and data envelopment analysis model,to studythe comprehensive evaluation and efficient evaluation of transportation infrastructure.(3)Puting forward the transportation project maintenance model supported by finance.By analyzingthe performance and characteristics of transportation project,we establish the pavement performance prediction model.Then,with the maintenance management decision-making model,we develop the transportation project maintenance management evaluation system based on AHP method.
