Study On Urban Design Control From The Perspective Of The Production Of Space

Since the "18th CPC National Congress",the Central Committee has stressed the importance of strengthening urban design and improving the level of urban construction.The Ministry of Housing Urban-Rural Development of the People`s Republic of China and the local governments of various provinces and cities have gradually established the relevant system of urban design through a series of normative documents and practical innovations,hoping to strengthen the conservation of urban cultural features and the control of the urban space order through urban design and management.Although a considerable number of developed countries and regions in the world have established the urban development and control system with "planning control" and "design control" as the core,there is still debate over whether the government should,and how to intervene and control the urban space through urban design.For example,in the "Theory of Production of Urban Space",the formation of urban space is regarded as the result of the creation of capital and power,in other words,the urban space is not designed and controlled,but "produced" by capital.For the contradiction and conflict between the "the theory of space " and "the practice of space" in the city,on the basis of the experience of urban design control in developed countries and the innovation practice of urban design in China,the paper tries to reinterpret the urban space production theory and the logical derivation from "the production of space " to "the practice of space",and proposes that urban design control should be a "a socialization process of the open and multi participatory space".Through the introduction of public participation methods,procedures and mechanisms,the various social forces(power,capital,public opinion,etc.)in the process of space production should be "replaced" in the urban design control system,so as to realize the response of the production of space to the practice of space,as well as the unity of space theory and space practice.The first part of the paper(Chapter 2 and Chapter 3)analyses the multi-dimensional properties of material,society,power and culture of urban space,and discusses the essence of urban space is a kind of public goods,based on the basic logic of space production theory.From the perspective of spatial production theory,urban design control is essentially "a space socialization process from the production of space to the practice of space".Therefore,this paper lays a new value target for the new urban design control system.The second part of the thesis(Chapter 4 and Chapter 5)summarizes the basic characteristics of development process,institutional system and mode of operation of urban design control in developed countries,such as Britain,the United States and Singapore.This paper focuses on the analysis of the relevant systems and procedures of the urban design control through the introduction of public participation(Hearing),and the effective transformation of space production logic to space practice is realized.The paper points out that the urban design practice and system innovation carried out in various parts of the country have greatly promoted the development of urban design in China,but there is still a deviation in the goal of establishing a scientific and perfect urban design control system.The third part of the paper(Chapter 6,Chapter76)discusses the system structure,the multi subject and the working object of the urban design control,according to the theoretical deduction and practical case analysis of the previous chapters,based on the theoretical hypothesis of the urban design control system.Through the analysis of the policy tools and technical tools of urban design control,from the spatial dimension and process dimension of the urban design control system,this part discussed the role,the effect and interaction of the decision-making body,the development subject and the use subject in the urban design control system under different dimensions,and then the emergence of the urban design control system is presented.Then,it puts forward the specific operation process of urban design control under the realistic institutional environment,and the basic conclusion of the thesis research is formed.
