| As an important category of light industry,textile industry is the pillar industry and livelihood industry in national economy.Since the 1980s,China’s textile industry has undergone tremendous changes under the great tide of reform and opening up,and has rapidly grown into a leader in the global textile industry.China is not only the country with the largest textile production scale,but also the country with the most complete industrial chain and the most complete categories.In addition to meeting people’s basic living expenses,the textile industry,as a labor-intensive industry,has solved a large number of population employment problems,earned a large amount of foreign exchange income for the country,and made a significant contribution to economic development,social stability,and people’s well-being.With the steady growth of the national economy and the continuous improvement of people’s income,the expansion of domestic demand and the upgrading of consumption have provided a strong driving force for the development of the textile industry.However,as an industry with severe water consumption and water pollution,the development pattern for textile industry,that pursues economic benefits while ignoring environmental protection,has not been suitable for the current national economic needs and people’s living needs.In view of the characteristics of high water consumption and severe water pollution for the textile industry,the sustainable development mode that pays more attention to the coordination between economy and environment is the current development direction while the textile industry develops rapidly.In the development process of textile industry,saving water resources,protecting water resources,improving production efficiency and enhancing competitiveness are the key factors to determine the future development of the textile industry,which are of great significance to the sustainable development of national economy.Based on the water footprint theory,this paper systematically studies the development path of the textile industry from the perspective of"water-industry development" according to the consumption,pollution and industry development of water resources in China’s textile industry from 2007 to 2017.First of all,blue water footprint,initial grey water footprint and residual grey water footprint of textile industry and its sub-industries are calculated based on the theory of water footprint.Also,the intensity of water footprint and water productivity are analyzed for grasping the present state of water resources use of the textile industry.According to the calculated results,we will analyze the effect of industry scale,industrial structure and technological level on textile industry,and their effect degree and effectiveness(contribution amount and contribution)will be affirmed.Secondly,the paper compares and analyzes the relationship between the water footprint intensity,water productivity and industry development of the textile industry,grasps the law of their mutual influence.The correlation between water resource consumption and industry development is analyzed based on the decoupling theory,and the path of its sustainable development will be optimized.Then,waste water and COD(chemical oxygen demand)discharge of textile industry and its sub-industries are analyzed,and such information are compared with the industry development.The interaction between water pollution and industry development will be studied,and the correlation between textile industry water pollution and industry development will be judged based on the decoupling theory.Finally,the paper will summarize the previous research results,and proposes measures and suggestions to optimize the sustainable development path of textile industry from the aspects of system and technology aiming at the problems of large water consumption and serious water pollution in textile industry.The main conclusions of this paper are as follows:(1)The current situation of water resource use in textile industry is revealed,and the influencing factors are analyzed.According to statistics,the blue water footprint,initial grey water footprint and residual grey water footprint of the textile industry from 2007 to 2017 are calculated based on calculation model of water footprint theory.The investigation found that the main business income increased by 150%during the observation period,while the blue water footprint decreased by 19.1%,which shows that the efficiency water use of textile industry is being improved.At the same time,the growth of related economic indicators will also lead to the growth of initial grey water footprint and residual grey water footprint.However,both initial grey footprint and residual grey water footprint show a continuous decline trend in the later period of the observation period,indicating that the implementation of energy-saving and emission reduction measures in the textile industry has achieved significant results.It is found that the water footprint of chemical fiber industry and cottonocracy industry occupies a large proportion of the whole textile industry through the analysis of each sub-industry,over 95%,and they needs to be focused on.The intensity and water productivity of the water footprint can be obtained through the further calculation of the water footprint,which can be used as an important index to evaluate the utilization efficiency of water resources,and can more directly explain the utilization status of water resources in the textile industry.According to the research,the utilization efficiency of water resources in textile industry is increasing year by year,and the water pollution situation is improving.However,the change trend gradually slows down in the later period,which indicates that the current measures and technical means have encountered certain bottlenecks.In order to further improve the utilization efficiency of water resources and reduce pollution,relevant measures need to be readjusted according to the current spatial and temporal background.In addition,it is found that the increase of industry scale will lead to the increase of water consumption and the deterioration of water pollution,while the improvement of technology level will reduce water consumption and reduce pollution,both of which have significant effects based on the calculation results of water footprint and factor decomposition analysis.In contrast,the influence of the industry structure on water resource and pollution is relatively small,which indicates that China’s textile industry lacks sufficient optimization and adjustment of the industry structure.The adjustment and optimization of industrial structure is conducive to the improvement of water resource utilization efficiency under the background of continuous development of industrial scale and certain bottleneck of technical level.(2)The relation state between water resources and industrial development in textile industry is illustrated.It is found that main business income of textile industry and its sub-industries is steadily improving by analyzing water resources and industry development situation in textile industry.The intensity of water footprint shows the opposite trend with main business income,and the change trend of water productivity is in line with the main business income.Such features shows the textile industry continue to develop,at the same time,the utilization efficiency of water resources and water pollution problem are being improved.Behind the surface of good development,however,there are still some deep-seated problems deserve attention.In the later stages of the observation period,the main business income in the textile industry has achieved a stable condition,about 7 trillion,but the efficiency of water resource use is no continuous improvement,and it shows that the development process encountered obstacles,need to adjust the development strategy.The relevant measures should focus on industry structure factor of the textile industry and its sub-industries.The relation states between the use of water resources and the industry development for textile industry and its sub-industries are judged based on the decoupling theory.Only four years of blue water footprint are in the best state,namely the strong decoupling state.There is a year belongs to the worst state in the process of development,namely the strong negative decoupling state.Thus,although the surface of development of textile industry is in good state,the main business income increasing,water consumption is declining.But the actual development process exists many problems,there is still a lot of improvement space.By contrast,the years of strong decoupling state of the initial grey water footprint and residual grey water footprint was more,and the development states are better.This indicates that the textile industry achieved slightly better results in water pollution control than in water resource consumption.More attention should be paid to the management of water saving in the subsequent development.(3)Make clear the changing trend of water pollution in textile industry and its relation state with the development of the industry.Based on the analysis of the change of wastewater discharge and COD discharge in the textile industry,the current situation of water pollution and treatment in the textile industry are analyzed.It was found that the waste water discharge in the textile industry increased slightly from 2007 to 2017 and then decreased year by year,the peak yrear is 2010.The waste water discharge reaches 2.755 billion tons in this year.The COD discharge decreases steadily year by year,and the treatment effect of COD is better than that of waste water discharge.The pollution control effect of textile industry in China is remarkable from the point of view of discharge value.In the sub-industries that mainly produce water pollution,the waste water discharge of cottonocracy accounts for the majority of the whole textile industry,exceed 90%.Therefore,the waste water discharge of cottonocracy affects the trend of the waste water discharge of the whole textile industry,which is a key industry to be considered.The intensities of the waste water and COD discharge are calculated based on the water pollution data.The results show that both wastewater discharge intensity and COD discharge intensity are gradually decreasing,indicating that the water pollution generated per unit economic index is decreasing.The decoupling model between water pollution and industry development is established based on the elastic coefficient method,and the decoupling coefficient between waste water discharge and industry development is calculated.Based on this,the relation states are determined.The results show that the relation states of water pollution and industry development are good,including strong decoupling occupied most of the year.This shows that China’s textile industry really has made substantial progress in water pollution control.In the follow-up development process,we need to pay more attention to the application of new technologies,new methods and new models in the prevention and control of water pollution in addition to maintaining the current governance effect.(4)Measures and suggestions are put forward to optimize the sustainable development path of textile industry.First,in view of the problem of large water consumption of the textile industry at present,water resource consumption is quantized and the changing trend of water consumption is analyzed through the comprehensive analysis of the water footprint theory of textile industry.In addtion,measures and suggestions are put forward to deal with serious water consumption according to the industry characteristics of each sub-industries of textile industry.Secondly,for the problem of severe water pollution in textile industry,the relevant measures and suggestions are analyzed from the aspects of technology and policy.The technologies include physical treatment technology,chemical treatment technology and biological treatment technology.The policies mainly include strengthening technological innovation,promoting clean production,promoting industrial restructuring,developing circular economy model,improving policy system,establishing reasonable index system,raising people’s awareness of environmental protection and strengthening supervision system.Based on the above research on water consumption and water pollution in textile industry,this paper analyzes the optimal development path of textile industry from the aspects of system,technological innovation,publicity and education,personnel training,policy reform,etc.Finally,measures and suggestions optimizing sustainable development path of the textile industry are put forward from the two aspects,including technology and policy.Technology aspect should be considered from equipment management,the use of new materials,new technology application,including cultivating the excellent talents,promoting technological innovation,scientific management,and promoting the application of new materials and new technologies.Policy aspect should be comprehensive considered from the system,technological innovation,publicity and education,personnel training,policy reform and other aspects. |
