Objective:The purpose of this study is to develop a scientific,feasible evaluation indexes that meet Guangxi food safety governance system based on the existing theories and methods of food safety governance assessment nationally and abroad combined with Guangxi’s practices,to comprehensively evaluate the establishment of local food safety governance system using factor analysis and close value approach and analyze main factors affecting the construction of Guangxi food safety governance system through the investigation of the status quo of 14 cities,and to propose a strategy and detained suggestions for improving Guangxi food safety governance system using SWOT analysi approach.Methods:1.Through literature research,this study summarized the theories of food safety,food safety governance,and evaluation,summarized the research progress and practical experience of food safety governance at home and abroad,and proposed a food safety governance system framework.2.Through the literature research,Delphi expert consultation method and other methods,this study constructed the evaluation index system of Guangxi food safety governance system.3.According to the evaluation index system,a questionnaire was designed to investigate the status quo of Guangxi food safety governance system.The results were also analyzed and discussed.4.Based on the current research,a comprehensive analysis model of Guangxi’s food safety governance system was constructed using factor analysis to quantify and analyze the main influencing factors of the construction of the Guangxi food safety governance system.The close value method was used to rank the status of the construction of food safety control systems throughout the country,and the comprehensive ranking results of the factor analysis method were compared.5.Based on the current status survey and comprehensive evaluation,using SWOT analysis method,this study described the advantages,disadvantages,opportunities,and obstacles of the Guangxi food safety governance system and proposed the improvement strategies and countermeasures for Guangxi’s food safety governance system.Results:1.The construction of Guangxi food safety governance evaluation indexThis study uses Delphi’s expert consultation method to construct an evaluation index system.The two rounds of expert authority systems are all greater than 0.7.The difference of the two rounds of expert coordination coefficient is statistically significant(P < < 0.001),and The opinions of the experts are basically consistent;the coefficient of variation of the second round of consultation indexes is between 0.069-0.166.After two rounds of consultation,.There are three levels of the evaluation index system,including 5 first-level indicators,12 second-level indicators,and 39 third-level indicators.2.The results of investigation and research on the status quo of Guangxi food safety governance2.1 In terms of government governance,local governments attach importance to food safety and have initially established a relatively independent,unified and authoritative,professional and efficient food safety supervision system.The number of authorized staff for the entire system was 10,822,which was 3.34 times that of 2012 before the reform.Millions of people have 2.16 food safety personnel.Basic food and drug regulatory institutes have achieved remarkable results in standardized construction,but there are still 21.30% of townships possess food safety special enforcement vehicles.The food safety inspection and inspection system has been gradually improved,but the technical support capacity is still not strong.In 2017,9407 cases of food safety were investigated in Guangxi,2.35 times as many as 3990 in 2014.2.2 In terms of market governance,Dining quantitative graded management rate steadily improved,online ordering platform to actively implement enterprise’s main body responsibility.through the investigation of the number of different types of food safety cases conducted by various localities,it has been found that food producers and operators have not strictly implemented food safety subject responsibilities such as maintaining a good code of conduct and purchasing inspection records.2.3 In terms of social governance,in the past three years,the average annual growth rate of the total number of complaints and reports received in Guangxi was 40.19%;the completion rate of bright kitchen stoves increased from 8.62% in 2015 to 42.23% in 2017;the grass-roots food safety coordinator to rural collectives The guide rate for dinners reached 82.54%,and the number of publicity and educational activities for millions of people reached 65.81.2.4 In terms of food safety,the passing rate of food sampling inspection in the region was 96.57% in 2017,which was an increase of 0.37 percentage points from 2015.In the year,17 food safety emergencies occurred in schools,accounting for 41.46% of the total.2.5 In terms of satisfaction rate of food safety,the average satisfaction rate of the 14 cities is 69.08%.The overall satisfaction rate of farmers’ markets,Internet ordering and small street vendors,small restaurants and small workshops was less than 70%.Seventy-nine percent of the people are optimistic about food safety.3.Building Guangxi food safety governance assessment model using factor analysis method and close value methodThe evaluation model of factor analysis method is: F composite score=0.474*F regulatory enforcement +0.266*F organization leadership +0.155*F satisfaction +0.106*F public participation.The model includes four common factors such as regulatory enforcement factors,organizational leadership factors,public satisfaction factors,and public participation factors.This suggests that the establishment of a food safety governance system requires the participation of governments,regulators,and the public at large.The need for people‘s satisfaction Standards of work,around the masses concerned about the issue of food safety to implement strict supervision and comprehensive governance.By using factor analysis method and close value method,14 cities’ food safety management systems were comprehensively evaluated,and Tri——sectional Quantile were used as the boundary values,and they were ranked according to the weak,medium,and strong levels.The cities with strong governance systems are Nanning,Guilin,Liuzhou,Yulin and Hechi.The cities with weak governance systems are Chongzuo,Hezhou Beihai,Guigang,and Fangchenggang.The other four cities with districts and municipalities that can be treated as ―middle‖ have a slightly different ranking in specific rankings,but they are basically consistent and have little difference.4.SWOT analysis of Guangxi food safety governance systemThis study is based on the SWOT model and uses the strategy matching method to analyze the strategy of the SWOT matrix of the food safety governance system in Guangxi.It proposes to construct the SO strategy,the WO strategy,the ST strategy,and the WT strategy for the Guangxi food safety governance system,and proposes specific strategies.With suggestions.First,the Food Safety Law should be used as a guideline to strictly implement the responsibilities of different governance subjects.It mainly includes the rigorous implementation of the responsibilities of the government and regulatory authorities,supervising the implementation of the main responsibility of the production and operation enterprises,and guiding the implementation of the public participation responsibility.Second,we must take advantage of the new institutional reforms to establish a sound and orderly governance mechanism.In particular,we must improve the most stringent regulatory standards,the most stringent regulatory regimes,and the most extensive public participation system.Third,we must implement the food safety strategy as a starting point to promote the modernization of the food safety governance system.Under the background of the supervision and reform of the big market,This study focuses on the comprehensiveness and systematicness and professionalism of food safety and emphasizes the need to strengthen the comprehensive coordination system and technical support system for food safety.it is proposed to Put forward the idea of "strict management" and "smart management" in food safety.Conclusion:1.Through literature research,this study systematically reviewed food safety theory,governance theory and food safety governance theory,proposed the framework and mechanism of food safety governance system,and laid a theoretical foundation for the construction and evaluation of Guangxi food governance system.2.Based on the literature review,this study uses the Delphi method to determine the evaluation index system for food safety governance in Guangxi.After two rounds of expert consultation,basically reached a consensus.Experts’ representativeness,degree of authority and consistency are good,and they are objective,scientific,and practical.3.The research status of this research shows that in the construction of the food safety governance system in Guangxi,the party and government have fulfilled their duties,established a complete and unified organization team,and their regulatory and governance capabilities have steadily increased,and the main responsibility of production and business operators has been gradually implemented.The pattern of social co-governance was initially established and the effectiveness of supervision was fully exerted.However,there are also increasingly complex food safety risks.The technical support capability is still difficult to meet the effective regulatory requirements.The contradiction between the supervision team and the supervision task is still very prominent.The quality and safety management of food producers and operators themselves Inadequate capacity,the responsibility of the main body of food security has not yet been fully implemented.Satisfaction of the people’s food safety is still generally low.The average satisfaction rate is below 70%.There is still a certain gap between the food safety situation and people’s expectations.4.This study uses factor analysis to construct a comprehensive assessment model and conduct an empirical research evaluation.The sorting and binning results of the comprehensive evaluation are basically consistent with the current status survey and the close value method,and are basically in line with the actual situation,indicating that the choice of the comprehensive evaluation model has good comprehensiveness and rationality.Evaluation methods and evaluation results have strong scientificity and reliability.5.This study proposes a strategy for improving the food safety governance system based on SWOT analysis and proposes specific countermeasures and recommendations.
