| The ecological political movement appeared in the western countries prompted political transition in those countries,that is they are gradually moving towards ecological political model.This kind of transition has the externalization of economical structure transformation in western countries,environmental culture development and environmental behavior shaping.At the earlier days of the nation’s reforms,China,at the stage of the modernization from without should have played the development advantage,grafting the successful experience of western countries,avoiding the lessons of development,to realize the benign interaction of economic development and ecological protection.However,China is at the state of extremely scarce of material wealth,having no time or inclination to the political transition.If China is committed to the economic breakthrough under maintaining the existing political form,it brings transnormal development of economy,but also imperceptibly gets into the dilemma of"treatment after pollution".Facing the frequent ecological crisis,the public advocacy for environmental rights is increasing day by day.If the advocacy can not get the effective response,there must appear the mass action taking advocacy’ for environment rights as the purpose.Therefore,the game for existence involves the citizen victims,polluters and the territorial Government.Of course,the citizen victims’ purpose of environmental rights advocacy also exhibits obvious characteristic of "shift",namely shifting from simple environmental rights advocacy to expressing the discontent of the existing economic and political system and the benefit allocation structure.Non-stakeholders in the absence of direct interest incentive conditions,participating in mass action indicates that they have common or similar attitude of social "dissatisfaction",which shows that the interest structure of society as a whole has been in serious imbalance.Social "fracture"and class antagonism tendency become obvious,and the interest relief system and mechanism taking the "discourse right"(interest expression and possibility for interest acquisition)as the core have been in failure.Against this backdrop,the game of multiple interests of environmental mass action is in the state of unbalance,the game process and game results also show the state of "zero-sum".The generation and locking state of "zero-sum" game of life pattern is due to the difficulty to reconcile the conflict of interest,and also implied discourse game-"you are right" or "I am right";"you are reasonable" or "I am reasonable".This is also the discourse origin of "stubborn" of the main body of game.Although different environmental discourses have criticized instrumental rationality in a certain degree,and the main body of the game for existence typified introspection in its tendency for instrumental rationality,in fact it is far from the transcendence of its strict meaning.Any kind of environmental discourse is trying to create an imagination and standard of an implicit discourse demands,in order to realize that people can understand and transform the world in "this" rather than "that" approach.It can be said that the game for environment discourse is the basic path for the stakeholders to guide the trend of environmental public affairs and safeguard their own interests,and it is the deep formation of game for interest of multiple subjects in the process of eco-politics.In order to break the deadlock in a "zero-sum" game,we need to cultivate communicative rationality and compromise rationality between main bodies of game in terms of value,dispel the restraint of instrumental rationality,and realize the sincere dialogue between each other to suit the occasion.In the realization of a rational reconstruction,the environmental value consensus among social subjects need to start from the reform of the political system,which makes the legitimacy of the public power transfer from personal charm to jurisprudence politics,from economic construction consensus to environmental protection consensus.Otherwise,the institutional deficiency of environmental protection consensus will lead to persistent environmental recession and periodic social pain.Ecological democracy,which originated in the functional exhaustion representative system in modern society,is a democratic form with participation and enthusiasm,proposing ecological values,taking public consultation as the core,and combining the democratic procedure with the essence of democracy.This will be the basic framework of the reform of political system.The ecological democracy in Chinese domain takes public consultation,local elections and community autonomy as the basic dimension.Public consultation activates of negotiation stock,and inoculates consultation increment;grass-roots election emphasizes the development of election breadth,and mines the depth of election;community autonomy emphasizes clarifying power boundary,and realizes the power connection.In the expectation that good political program plays the function of correcting,it should be taken into account that in the public space lacking of a dominant controlling value,government,enterprises and social individuals’ "mind" may be controlled by"fiscal maximization","profit maximization" and "endless desire for consumption".Based on the political tournament in ecological governance as a mechanism for shaping the willingness and behavior of government in ecological management,ecological capital as a mechanism for shaping friendly intention and behavior of the enterprises in environment protection,ecological community and ecological ethics as the path for shaping citizens’ ecological space and ethics,in order to regularize main body’s behavior,and achieve effective ecological governance. |
