Urban growth management is first proposed by European and American countries to tackle the issue of disorderly spread of suburbanization,which causes a series of resources and environmental problems.China has entered into a stage of accelerated urbanization,it is faced with a series of natural ecological and social economic issues like scale expansion,traffic congestion,environmental pollution,erosion of high-quality cultivated land and ecological space as well as inefficient land use.There is imperative that scientific management of urban growth while the current fragmented measures are ineffective for urban growth control.In all,coordinating urban growth and ecological protection,a systematic growth management that composed by the urban growth boundary and corresponding management measures setting,is conducive to the realization of complex urban multi-objective space optimization,and it is an effective way to optimize the urban spatial structure,and to improve the regional ecological environment.At the same time,it provides a useful reference to the regulation and control of urban space growth,which is of great practical significance to solve a series of problems in the process of rapid urbanization under the restriction of land resources.Firstly,the dissertation introduces the research background,purpose and train of thought of the topic.It then sorts out and summarizes the relevant research on urban growth management,and put forward the entry point of the research.Next,the research problem is decomposition by the conceptual framework of PSR(Press-State-Response),and the logical relationship between urban ecological security pattern and the growth boundary is clarified.Base of it,the urban spatial growth management mode which composed by "characteristic analysis-Boundary demarcation-Management mechanism" is established with expressing the conjugation and interaction between urban development and ecological protection in the social-economic-natural compound ecosystem.What’s more,the theoretical framework for the study and the technological system are put forward.Then the dissertation systematically explores the process of the spatiotemporal evolution of Hangzhou from three aspects:the spatial pattern of land use structure,the characteristics of landscape components and the evolution of spatial form,and it summarizes the evolvement characteristics of spatial pattern.And the identification system of ecological infrastructure reference to the system attributes is proposed and spatial resistance factors are chosen to construct the urban ecological security pattern.Six scenarios for future land use were set up to be simulated and multi-objective coordination in order to select the optimal solution.At last,the urban growth boundary is established,and a targeted management mechanism design for the implementation of the boundary is proposed.The conclusions of this study mainly consist of five aspects:Firstly,during rapid urbanization,the characteristic of land use patterns is mainly affected by planning and spatial development policies.Secondly,the identification system based on the systematic features of ecological patches can better reflect their spatial distribution,and the urban ecological security pattern is of profound significance of the coordination of the rapid expansion and the protection for ecological security.Thirdly,urban growth management system,which is based on the PSR framework,reflects a good coordination of urban development demands and ecological protection.Fourthly,the urban growth boundary reflects the combination of the spatial attributes of development needs and ecological preservation,the functional attributes of control and guidance,and the morphological attributes of rigidity and flexibility.Finally,the"flexible-roll-feedback" boundary management mode achieves the policy response to the coordinative state of urban development and protection with a manageable,monitorial and resilient multi-dimensional linkage management mechanism.The dissertation may have some innovations in the following aspects:It constructs the theoretical framework of urban growth management based on the integration of ecological protection and boundary control;And also constructs a technology system of urban growth management based on the coordination of development and protection under the framework of PSR analysis;In addition,multi-dimensional policy design of urban growth boundary management is proposed for the implementation process. |
