With the emerged new normal state of economic development in China,the public construction is exerted new requirements of adjusting structure and maintaining steady growth.Under the era when driven to seek for diversified public project construction modes,improve project construction and management socialization,marketization and specialization level,and further to coordinate economic development with people’s livelihood betterment,the construction agent system gets rapidly popularized in practice and significantly enhances the operating efficiency of public projects,as a public-private cooperated construction mode separating governmental construction from management function.As the construction agent system project surges in quantity and scale,problems resulted from complex project stakeholders become increasingly prominent.Nevertheless,the existing researchers related focus more on the specific problem and theory,rather than the root cause of problem.Namely,few researchers have perceived a need to delve into the influencing mechanism of construction agent system project stakeholder on the governance effect of this project,from the perspective of stakeholder.On account of this,partial research conclusions have deviated from the practice,and meanwhile the popularization and development of the construction agent system has been further impeded.Considered from the angle of construction agent system project stakeholder in China,this research is based on the stakeholder theory and project governance theory,referring to series classical theories including social network theory,contract theory and relational theory.Combined with literature research,content analysis,visualized analysis,interview research,social network analysis,regression analysis and other methods,it intends to make a theoretical analysis and empirical research on the impact of construction agent system project stakeholder ties on the project governance effect.The contents of this research mainly cover:Firstly,the construction agent system project stakeholder is defined,identified and analyzed.By expounding contents of four sample types and field investigation information,the stakeholders are divided into 17 types with 2 levels and 7 parts in China,and then the attributes of stakeholders are elaborated one by one;Secondly,the ties dimension of construction agent system project stakeholder is structured and explained.Based upon theoretical and stakeholder attribute analysis,the research applies social network model and relational construction methods of organizations to conduct a text analysis on case samples and laws samples.As a result,it reaches the formal contractual dimension(7 sub-dimensions including configuration,selection,adjustment and control,execution,supervision,accountability and evaluation)and informal relation dimension(5 sub-dimensions including trust,vision sharing,collaboration,communication,convention)of this stakeholder ties under the context of China,and then further deciphers the meaning of each dimension;Then,the third part is to identify the key factors influencing governance effect of construction agent system.After preliminarily selecting factors from samples,obtaining experts’ assessment of factors by way of field survey,interview and questionnaire,and analyzing principal components,the key influencing factors are determined,respectively the strength of construction agent in the dimension of governance body(F1);credibility of the construction agent(F3);government’s supervision capability(F5);completeness of related policies and regulations under external situation(F2);completeness of supervision system(F6);maturity of construction agent market(F10);division of power-responsibility-interests under internal control(F4);risk prevention and control(F7);stimulation and restraint(F8);cooperative relation of all concerned(F9);project complexity and project scale under project characteristics dimension;Finally,the fourth part builds the stakeholder ties with key factors influencing governance effect of construction agent system project as a medicating variable,and the relational model of governance effect.Then,an empirical test is made on this basis.As indicated in the research result,formal contractual ties of stakeholder exerts a stronger impact on key influencing factors than informal relational ties in the context of China.According to the extent of impact,the stakeholder ties mainly affects F8,F7,F9 and F6,but plays a minimal impact on F1 and F3.Factor types that influence formal contractual ties and informal relational ties are different,and their influence significance and power are also obviously discrepant.Formal contractual ties has the most significant impact on F8,F10 and F5,but no any impact on F1.Accordingly,the governance effect of project is indirectly impacted by configuration through F4 and F7,by selection through F9,by adjustment and control through F6 and F10,by execution through F7 and F9,by supervision through F2,F5,F6 and F8,by accountability through F5 and F8,and by evaluation through F3,F8 and F10.While for informal relational ties,marked influence is exerted on F7,but lesser influence on F2,F4 and F10 and no impact on F3 and F5.More specifically,trust indirectly influences governance effect through F6 and F7,vision sharing through F1,F7,F8 and F9,collaboration through F1,F7 and F9,communication through F7 and F9,and convention through F2,F4,F6,F8 and F10.
