Research On The Modes,Mechanisms And Countermeasures Of Resource Development And Utilization In South-south Cooperation

The essence of climate change is development.The core of the issue is the contention of the right to development,the leading power of international affairs and the distribution of emission reduction resources.It is of great significance for China to strengthen the South-South technology cooperation on climate change.Developing countries are an important force in international negotiations on climate change,and South-South technical cooperation is also a major way for China to implement the going-out strategy of science and technology.Over the past 20 years,the significant achievements and rich experiences of technical assistance and training in China and other developing countries have also laid a good foundation for further development of South-South sci-tech cooperation on climate change.Through literature review,symposium,expert consultation,questionnaire survey,case analysis and empirical research,this paper has analyzed the characteristics of the technological demand for climate change in developing countries,discussed the features about China’s applicable technical transfer to other developing countries,analyzed the case of South-South technology cooperation in key areas and put forward existing problems as well as their solution.As such,this paper has drawn the following conclusions:(1)By analyzing climate change technology in developing countries according to various regions and types,technical demands focus on the areas of mitigation and adaptation.Meanwhile,the characteristics of technology demand for climate change in these countries have been also summarized in this paper.The main technology needs of developing countries are mature and applicable technologies that enjoy low cost and are easy to master as well as maintain.Besides,these needs are closely related to their priorities such as reducing poverty,improving people’s livelihood,promoting sustainable development,and realizing the UN Millennium Development Goals.(2)By analyzing the features of applicable technical transfer to developing countries,the paper has put forward that China has make it innovative and feasible to reserve and transfer available application technologies for climate change.In addition,the application technology for climate change in agriculture,renewable energy and water resources is screened and compiled into Climate Change Applicable Technology Manual for developing countries.(3)In the paper,the case of South-South technology cooperation in key areas to cope with climate change has been analyzed.Through empirical researches on agriculture,forestry,renewable resources,water resources and environment and health cooperation,China’s cooperative machine system and relevant strategic measures for technology cooperation and transfer in other developing countries have been put forward.(4)In this paper,main obstacles in South-South technology transfer and problems in its cooperation have been put forward.Moreover,the paper has offered key proposals of South-South sci-tech cooperation programs such as action plan for the construction of West African Agricultural Science and Technology Park(adaptation area),African Action Plan(mitigation field)and African ecological conservation action plan(adaptation area).All these will enable China to build the overall mechanism,effective platform,priority areas and key assistance projects of technical assistance to developing countries.
