China's economic growth is stepping into the economic "new normal".With the augmentation of the comprehensive national strength,the constraints of energy,resources and environment replaced the bandage of the capital.The Fifth Plenum of the 18th Central Committee of the Communist Party of China in 2015 put forward "five development concepts" which includes innovation,coordination,green development,opening up and sharing.As high energy consumption,high emission,high pollution of iron and steel industry should be followed the green development in China.The goal of iron and steel industry circulation economy development is around the microscopic factors.Therefore,this paper applied a more scientific and accurate research method to study the energy efficiency of China's iron and steel enterprises.The main research contents and innovation results are as follows.(1)This paper puts forwards the expanding four-stage SBM-DEA model to measure the energy efficiency of China's iron and steel enterprises from 2009 to 2015 under the background of circular economy.This research brings the integrated total energy consumption,total consumption of new water,waste residue and waste gas into the model and constructs the expanding four-stage SBM-DEA model with undesirable output.The model calculation results show that the energy efficiency of China's iron and steel enterprises display ladder type characteristics in the first stage,diminishing from the eastern region to the northeast region.The second stage results show that the awareness of environmental protection index has significant effects on total factor productivity.The third stage adjusts the input and output indicators through cutting out the exogenous uncontrollable environmental factors.The results of fourth stage show that the samples of iron and steel enterprises total factor of energy efficiency after the adjustment compared with the first stage results fell by 12.40%.From the regional perspective,the gap of total factor energy efficiency in four areas is big.(2)On the basis of measuring energy efficiency through expanding four-stage SBM-DEA model,combining with the characteristics of iron and steel industry development,this study firstly constructs China's iron and steel enterprises developing circular economy driving conceptual framework.This paper also builds integrated iron and steel enterprises circular economy evaluation system referring to expert advice in iron and steel industry field.Comparing the comprehensive measuring results with the results of expanding four-stage SBM-DEA model,we found that the results of the two methods are similar.The energy efficiency of BaoGang in these two methods is both in the first place.However,the relative energy efficiencies of Taigang and Jiyuan perform better than the results in the comprehensive energy efficiency evaluation.Visibly,the comprehensive energy efficiency evaluation method can make up for the expanding four-stage SBM-DEA model.(3)This study applies partial least squares(PLS)method to reveal the influence factors of China's iron and steel enterprises and the path of action.The main influence factors include environmental and technological factors,economic factors,government factors and cultural factors.The results show that the environmental and technological factors,economic factors,governmental factors and cultural factors on the iron and steel enterprise all have directly effects on the energy efficiency of China's iron and steel enterprises.And the factors influencing level presents decreasing trend.The research of this part provides strong support on improving the economic benefit,social benefit and ecological benefit of iron and steel enterprises.(4)Finally,this study uses combination gray prediction model to predict the trends of energy consumption and pollutant emission of iron and steel industry during the period of "13th five-year plan" in China.The results show that the energy consumption has small rising steadily and the total consumption of new water edged down during the "13th five-year plan".From the pollutant emissions,the waste gas emissions present a small growth trend,but the sulfur dioxide emissions will fall slightly during the "13th five-year plan".The wastewater discharge forecast results show that the discharge of wastewater quantity is on the decline trend and decrease greatly.The discharge trend of chemical oxygen demand emission is in line with the trend of wastewater.
