Research On Construction Land Use Intensity In Urbanization

Reasonable regulation of the construction land use intensity contributes to the sustainable development of the social economy. With the advancement of the urbanization process, land spatial pattern has undergone tremendous changes. Although the rapid expansion of construction land has effectively promoted the level of urbanization, it has also caused the problem of low efficiency and low intensity of urban land,which is a serious threat to city construction and social economy. In order to control the construction land use intensity, this paper established a system evaluation framework based on AHP-TOPSIS model in Inner Mongolia from 2001 to 2015 from the concept and connotation of the construction land use intensity. Firstly, this paper studies the space-time differences of construction land use intensity and explores the driving mechanism of intensity change. Secondly, this paper analyzes the dynamic relationship between the intensity change of construction land use and the level of urbanization through combining with the process of urbanization. Finally, this paper puts forward the paths and strategies to control the intensity of construction land use:(1) Combined with the three national economic development stages, the intensity of construction land use in Inner Mongolia shows an overall V-shaped trend of decline.The absolute level of intensity changes experienced a process of higher intensity - medium intensity - low intensity - medium intensity,and the relative level experienced a process of rapid decline - fluctuation up and down - slowly climbing.There are obvious differences in the three subsystems of input-output, social services and development and utilization and there are significant stage characteristics. The input-output subsystem which reflects the economic characteristics is similar to the trend of comprehensive intensity, while the social service subsystem continues to increase, indicating that the level of social service is constantly improving.However, the development and utilization system is susceptible to national policies. According to the analysis of the key elements, it is found that the energy consumption per unit of construction land (F3),unit residential land use value (F6), per capita retail sales of social consumer goods (F13), land construction rate (F15) and water conservancy facilities land proportion (F19) respectively have a greater impact on input-output, social services and development and utilization of strength sub-system.(2) The regional differences in intensity changes in Inner Mongolia not only reflect the regional differences in urban land construction space, but also reflect the uneven regional development in urbanization. Timing analysis shows that the regional differences in the intensity of construction land use in Inner Mongolia show a significant expansion trend. The convergence trend verifies that there is no convergence in the strength changes of Inner Mongolia and its sub-regions, which means that with the gradual expansion of intensity differences, the imbalance in regional development will continue to widen. Even if the flow of economic, social and resource factors between regions is intensified, it is difficult to change the imbalance in the intensity between regions in the short term. Through spatial analysis, it is found that the spatial effect of intensity change in Inner Mongolia is weak,showing the characteristics of high-high concentration or low-low concentration. However, as most of the cities are located in the atypical spatial region, spatial agglomeration effect is not strong.(3) Through the driving analysis of the differences in the intensity of construction land use, it is found that the overall development level of Inner Mongolia is not high and the economic development has not yet got rid of the extensive mode of development. The increase of population size, especially the large increase of urban population has put a certain amount of pressure on urban land and promotes the improvement of the utilization intensity of construction land. Due to the low level of scientific and technological innovation in Inner Mongolia, the outflow of talents is obvious. Local scientific and technological inputs are mostly used in the expansion of scientific research institutes and colleges. As a result, the index of scientific and technological innovation has not promoted the utilization intensity of construction land. The endowment of natural resources shows that the occupation of cultivated land resources and the expansion of construction land have caused the growth rate of urbanization of land to exceed the growth rate of urbanization of population. The consumption of arable land and the decrease of carrying capacity of construction land have weakened the utilization intensity of construction land to a certain extent. Government regulation shows that the land-use strategy of local government is toward intensive and efficient urban land development. However, due to the economic backwardness, the urbanization of Inner Mongolia still belongs to the large-scale expansion of construction land from the aspect of investment in fixed assets for construction land. The quality of urbanization in Inner Mongolia needs to be improved.(4) Through the interaction between intensity change and urbanization development, it was found that the intensity of utilization did not form an obvious coupling relationship with the economy,population and urbanization of land, which demonstrated the objective laws that economic urbanization in Inner Mongolia reduced the over-reliance on land resources. It is also demonstrated that the speed of land urbanization is obviously faster than that of population urbanization, and the speed of land urbanization is out of step with the improvement of quality. From the factors that form the integrated urbanization, it is found that the economic benefits can not completely determine the quality of the urbanization development, and the role of human beings is the key to improve urbanization. The role of land resources in guaranteeing is more obvious. The reason for the continuous improvement of urbanization in Inner Mongolia is that the transformation of the mode of urbanization from quantity to quality is based on the synergistic interaction between the utilization of land resources and urbanization.However, the synergistic transformation between the two has resulted in different urbanization paths in different cities. To effectively reduce the urbanization disparity between the cities, different land use measures need to be introduced to further promote the comprehensive urbanization in Inner Mongolia.(5 ) To solve the problem of low efficiency and low intensity of construction land use, we need to combine the relevant development plans, innovate the land management measures, change the mode of economic development, carry out the policy of regional differences and optimize land spatial pattern in order to find the construction land use regulation path and strategy.
