Spillover Effects Of Agricultural Research Investment In China

Agricultural science and technology innovation plays an important role in ensuring the stable and sustainable economic growth in China,as well as providing a fundamental way for modern agriculture development.Science and technology innovation relies on the scientific research investment.Under the appropriate policies to guide,agricultural scientific research investment is the booster of economic growth.Since the reform and opening,agricultural research investment has grown significantly in China,while the spatial pattern of agricultural economic growth showed a large difference.Some regions presented a trends that both agricultural scientific research investment and agricultural economic grew very fast,while agricultural economic growth in some regions developed slower than agricultural scientific research investment.The current situation arouses our thinking: Why the spatial distribution of spatial distribution pattern of agricultural scientific research investment is different from that of agricultural economic growth? What effects of agricultural scientific research investment has made on agricultural economic growth? What kinds of effects would be like in different times and different regions? How could the agricultural scientific research investment be utilized effectively to promote agricultural economic growth? In full consideration on these problems,agricultural scientific research investment and its spillover effects on agricultural economic growth was analyzed by the theoretical analysis and empirical test in this study,the kinds of effects would be carried on the empirical research in different times and different regions.Main contents and relevant conclusions are as follows:(1)Temporal and spatial difference analysis of agricultural research investmentBased on national and provincial level data for agricultural scientific research investment,this part analyzed the scale and structure of agricultural scientific research investment in temporal and spatial distribution characteristics and summed up the main problems existing in the current agricultural research investment.The results showed:The whole of agricultural research investment scale of China was rising,but obvious presented spatial difference.Regional differences in the provinces is the main source of agricultural research investment overall difference.The highest proportion of agricultural research investment is government funds,and showed an opposite spatial distribution to proportion of research institutions funds in temporal and spatial distribution.There are some challenges to current agricultural research,including relatively insufficient investment,unreasonable structure and regional distribution imbalance problems.(2)Relationship between agricultural scientific research investment and agricultural economic growthFrom the test of relationship between agricultural scientific research between investment and agricultural economic growth,this part discussed the spatial distribution pattern and the nonlinear characteristics of the regional agricultural research investment and agricultural economic growth.Furthermore,mechanism,and the realization conditions and influence factors of spillover effects of agricultural scientific research investment were concluded.The results showed:Agricultural research investment has a positive role in promoting economic growth.If the spillover effect of agricultural scientific research investment was not considered,unreasonable phenomenon that high agricultural scientific research investment with low agricultural economic growth was presented in some areas.By effects of demonstration,competition and human capital flowing,agricultural scientific research investment exerted influence on agricultural economic growth.The spillover effect of agricultural scientific research investment was affected by technology gap,geographic distance,human capital level,social network relation and the influence of resources endowment conditions.(3)Calculation of spillover effect of agricultural research investmentBased on spatial econometric analysis,this part analyzed spillover effect of Chinese agricultural research investment by building Spatial Durbin Model(SDM)under different spatial weights matrix,and compared its direct effect and indirect effect.The results showed:Agricultural research investment and agricultural economic growth indexes in China presented a positive correlation in spatial distribution.The effects of agricultural research investment on the economic growth of regional agriculture were significantly positive,and the indirect effect is greater than the direct effect.the effects of agricultural research investment would be underestimated while overlooking the indirect effect on adjacent areas.(4)Comparative analysis of spillover effect of agricultural scientific research investments at different timesThis part combed agricultural science and technology policy in China comprehensively,based on which the study period was divided into three stages.And then by setting virtual variables on different stages,changes of spillover effects of agricultural scientific research investment were compared and analyzed.The results showed:Compared to the 2002~2004,the stages of 2005~2008 and 2008~2009 both got increasing spillover effects,which indicated that the implementation of the national macroeconomic policy has strongly promoted the spillover effect of agricultural scientific research investment.(5)Regional spillover effect of agricultural research investmentThis part analyzed and compared spillover effects of agricultural research investment in and between regions of East China,Middle China,West China and Northeast China after adjusting the space weights matrix.The results showed:From the perspective of internal spillover effect of each region,central region presented the largest total effect,followed by the east China.Total effect of west and northeast China was not significant.Direct effect and indirect effect of northeast China both ranked the first place of four regions.When it comes to the regional spillover effect,the middle China and the west China showed a strongest relationship,followed by the east China and west China.The regional spillover effects of west China and Northeast China were not significant.Meaningful discoveries have been found that spatial characteristics of agricultural research investment was not full compliance with spatial distribution of agricultural economic growth because of the existing strong indirect effects of agricultural research investment.Furthermore,the indirect effects of agricultural research investment on surrounding areas were larger than the direct effects on the region itself.Spillover effect of agricultural research investment would be stronger while the regional geographical location got closer.
