Research On The Economic Development Of Henan Hui Nationality District During The Transition Period

Currently China is in the economic transformation period.As the changes of the economic development mode and national policy environment,economic transformation will bring the changes in social,economic,cultural and other aspects in urban ethnic minority area,and may affect regional economic development.In the context of the current stage and process of development,Henan urban Hui District shows backward tend on the overall economic development.It's economy rose slightly,and the rising velocity is very limited compared to Han area,so produced certain hysteresis on the economic growth and development situation in Henan province.Under the background of the economic transformation,It is very urgent to systematically study the economy of Henan urban Hui District,sum up the basic characteristics of the economic social form,analyze opportunities and challenges it is facing,dissect the main factors of restricting the economic development of Henan urban Hui District.This paper takes Zhengzhou Guancheng urban Hui District as an example,focusing on the economic development of Henan urban Hui District during the transition period.Urban Hui District refers to the city administrative divisions specifically for Hui.Now we have four urban Hui District among them three are in Henan.Urban Hui District is a part of the urban Hui community,which is not only the general characteristics of the development of the urban population,but also has its own characteristics.In this paper,starting from the Urban Hui District regional and national characteristics,the interactive relationship between the city development and the transformation of minority area economic development based on the basic characteristics and summarizes Henan Urban Hui District form of social economy,analyzes the transition development of Henan Urban Hui District economic opportunities and challenges,and difficulties in the direction of transformation the system,and puts forward some countermeasures and suggestions on the future development prospects.This paper includes six chapters.Introduction part elaborated the research background,significance,related literature review,research purpose and methods,the innovation and difficulties.It introduces the basic of research,research ideas and research characteristics of paper.The second chapter introduces the related concepts and the theoretical basis of urban minority national community,and from the view of the relation of urban development transformation with its economic development put forward the research problem.First put forward the relevant concepts and theoretical basis;Then in the background of economic development,this paper expounds the city of the historical evolution of the national minority community,cultural carrier,and the organic unity of the process of urbanization and economic base;Finally from the relevance of the two,the former lead hand in hand with the development of the latter and the latter affects the former three aspects,the paper analyzes the relationship between the transformation of city development with its economic development,and then puts forward the transition of henan province city Hui District economic development issue.The third chapter expounds the formation process of Henan urban Hui area and basic characteristics of its economic social form.During Ming and Qing dynasties,Hui area was "big scattered" instead of "small concentrated".It formed a distribution of "big scattered and small concentrated",and continued until today.In addition we analyze the social structure form of Henan Hui area from population,employment,and marriage,and discussed the economic form from the economic scale,industrial structure and layout,and urbanization.The fourth chapter analyzes implementation of the Belt and Road Initiatives,the central plains economic zone strategy,Henan free-trade area construction,and the construction of airport experimental area in transition.These provide a good external conditions for political,economic,cultural and social development of Henan urban Hui area.It has rare opportunity to transition.At the same time,the challenge mainly displays in:one,volatility macroeconomic;Second,hysteresis of the government function transformation;Three,the complexity of social and ethnic problems.The fifth chapter analyses the economic transformation direction and difficult of Henan Hui area.Transformation direction mainly displays in:changing from half city and half agriculture to modern city;Realizing the industrial transformation,including the adjustment of industrial structure and the extension of industry chain,improving the quality of the whole industry;Attaching great importance to the development of the traditional national characteristic industry,and making national characteristic industry and other industries develop together.The restrictive factors of Comprehensive transformation include:low workers skills,the absence of the corresponding mechanism,public service which is not meeting needs of the economic transformation.Chapter 6 puts forward the countermeasures and thinking on direction and difficulties of the economic transformation in Henan Hui area.First of all,clear the general principles of economic transformation:in the process of urbanization,insist on People oriented,and clear laborer is in the dominant position of economic development;reasonable arrangement of industrial space layout,and system mechanism of industry innovation;establishing mechanism of market resource allocation guided by government;giving play to national characteristics based on cultural background;Second,improve the workers skills,train and attract talents in the national cultural industry;Third,clear the leading industry of the regional development,integrate enterprise resources,reasonably arrange industrial space layout,realize the optimization and upgrading of industrial structure;Fourth,promote industrial transformation of system and mechanism innovation;Fifth,clear the position of the government in the regional economic development;Sixth,promote economic transformation by diverse culture.Unlike previous research,the innovation of this paper lies in:first,the Chinese minority economic is extended for the research of this subject to the cities in minority areas;Second of all,this text distinguishes the hui autonomous region,hui ethnic community of autonomous regions,and Hui District.Third,this paper takes zhengzhou GuanCheng Hui District economy as the research object,but on the transverse comparison between two different dimensions:(1)GuanCheng Hui District is compared with other district economic development of zhengzhou;(2)the henan GuanCheng Hui District is compared with the remaining three hui of the country's economic development,so this paper can be thought as Hui District particularity of economic development and the general city development,and also can be thought as a case between the urban economic development of different provinces.This paper overcomes the difficulties of theoretical basis research and data collection,uses the literature method to summary the existing research findings,sums up the existing research conclusion,reveals some problems of the research at present,put forward the overall research goal.At the same time,we use the field research method to carry out on-the-spot investigation,and know specific conditions and specific phase of Henan urban Hui area.Finally we describe and analysis the influence factors and improving measures of specific mechanism by the summary induction and abstract study method.
