The World Tourism Organization(UNWTO)evaluated cruise tourism as the best tourist attraction in the 21st century.Indeed,the cruise tourism is a one of the fastest growing industry with a great ripple effect in economic aspects.Especially in recent years,Korea-China-Japan cruise market is growing rapidly.Main ports of Korea,China and Japan regard cruise as new growth engines.They are working hard on the development of the cruise business including strengthening investment in cruise infrastructure.The Korean government also established laws and plans following the growth of cruise market,Busan port-the largest port in Korea-is also taking actions to attract more cruise tourists.In this paper,I examined what factors are important for enhancing the competitiveness of cruise ports.First,I’ve looked at the factors that determine competitiveness of cruise ports through lit-erature review and expert consultation,systemizing a theory that can evaluate cruise ports.Based on this foundation,I have built an index to evaluate the competitiveness of cruise ports,and after conducting a primary survey by experts of the academic community,government,port authorities related to cruise,I derived crucial factors of the cruise port through AHP analy-sis.According to expert survey,’port city’s tourism levels’ are the most important things in competitiveness factor of cruise ports,followed by ’port facilities and service level,’connec-tivity’,’policy level’ and ’economic conditions of a port city’.Next,I analyzed competitiveness of cruise ports of Shanghai,Fukuoka,Jeju and Busan that are representative cruise ports of Korea,China and Japan.I conducted a second survey for cruise liner’s staff,crew members,port officials of the four ports,and compared the four ports given weights from the primary survey.The result of overall score shows Shanghai,Fukuoka,Jeju and Busan port in order which means Busan port has the lowest competitiveness.Based on these findings,I have identified the current status and problems of Busan cruise port.Through the case studies of advanced cruise ports overseas,I have identified what is re-quired to gain competitiveness of cruise ports.Through multilateral analysis above,in order for Busan to enhance the competitiveness of cruise ports,Busan needs to consider plans of ex-panding cruise infrastructure and convenience facility,strengthening connections with airlines,improving cost competitiveness,conducting cruise marketing activities,implementing tourist programs as a port of call,diversifying tourism products,and securing cruise experts.
