Industrial ecological-economic system(IEES)is a complex nonlinear system,which is composed of multiple regions and multiple industries.It pays attention to the high-level co-creation of economic value and ecological value of industrial system.However,for the current situation of China's IEES,'big but not good' and 'serious loss of resources and environment' has become an urgent problem to be solved in the development of China's IEES.Therefore,it is of great significance for our country jumping from the double dilemma of economic slowdown and serious resource-environment loss to explore the optimization path of IEES.Based on the comparison of two kinds of development pattern of IEES,quantity growth and quality growth,we establish the optimization benchmark for IEES as promoting green total factor productivity growth.Thus,we seek the optimization path of China's IEES around the efficiency improvement,green innovation and industrial structure adjustment.The operational efficiency of IEES reflects the effectiveness of the process of turning resources into good output(economic output)and bad output(pollution emission).According to the difference of analysis perspectives,it can be divided into resource utilization efficiency,pollution emission efficiency and eco-efficiency that reflects the trade-off among three dimensional objectives of economic output,resource utilization and pollution emission.How to measure the operational efficiency of IEES?What is the efficiency level of China's regional IEES?What are the reasons that affect the operational efficiency of China's IEES?How to optimize the operational efficiency of China's IEES?By answering the above-mentioned questions,we gradually clarify the efficiency optimization path for IEES.Green innovation is the driving force for the development of IEES.On the basis of deep analysis on the mechanism that green innovation drives the development of IEES,we carry out the research on green innovation path for IEES from the aspects of empirical test and theoretical analysis.For the empirical analysis,we use parameterized directional distance function in quadratic form to measure green total factor productivity,and then separate green innovation from the green total factor productivity to make up the deficiency in the existing research that take green innovation results(such as green technology patent applications)or inputs(such as environmental R&D investment)as the proxy variables of green innovation.Thereby,we realize the analysis of green innovation level and its bias characteristic for China's IESS.In the aspect of theory,we construct a neo-schumpeterian simulation model containing firms' production,pricing,pollution abatement investment,(environmental)R&D,entry and exit decision-making as well as consumer choice behavior,and then discuss the function mechanism of consumer demand preferences and environmental policies on green innovation.Industrial structure adjustment is a cross-industry coordination way to realize the optimized development of IEES.Considering the distinct importance of different industry sectors in the process of industrial structure adjustment,the design of the industrial structure adjustment scheme is dependent on the reasonable industry sectors grouping.According to the self characteristics of industry sectors and the relative characteristics among them,the 44 two-digit industry sectors in China are divided into four groups:the optimizing development group,the restricted development group,the free development group and the key development group.Based on that,combined with energy-saving and emission-reducing objectives,we design a number of industrial structure adjustment paths and recognize the optimal industrial structure adjustment path according to the contribution of green total factor productivity to economic output growth rate,and then we analyze the change of output structure and the production factors structure and the resulting structure change effect.
