Study On The Relationship Between Urbanization Development And The Adjustment Of Rural Industrial Structure

For a long time,China's urban and rural areas are in a state of split,urbanization is seriously out of line with agriculture and rural development.In the new period,a fundamental requirement of the construction of new urbanization is to promote the integration of urban and rural development,and to cooperatively promote urbanization and agricultural modernization.In promoting the integration of urban and rural development,the coordination of industrial structure is very important.Urbanization is bound to lead to changes in the rural industrial structure,but also need to adapt to the rural industrial restructuring.Therefore,it is of great practical significance and theoretical value to study the relationship between urbanization and rural industrial structure,and to explore the coordinated interaction mechanism between rural industrial structure and urbanization.This paper focuses on the key problem of "the relationship between the development of urbanization and the adjustment of industrial structure in rural areas",and mainly makes analysis and solution of the following three basic issues: First,what is the mutual influence between the development of urbanization and the adjustment of rural industrial structure? Second,what is the relationship between the development of urbanization and the adjustment of industrial structure in our country? Third,how to promote the adjustment and optimization of rural industrial structure based on the development of new urbanization?(1)what is the interaction mechanism between urbanization development and rural industrial structure adjustment? What is the intrinsic connection,interaction,mutual coordination and the way of the two? Based on making analysis on definition and influence factor of urbanization development and rural industrial structure adjustment,this paper explains the interaction mechanism between urbanization development and rural industrial structure adjustment under the main theoretical path of the transfer of rural surplus labor force by theoretical analysis and deduction model.This paper reveals the influence of urbanization development on the three industrial structure adjustment in rural areas by rural surplus labor transfer,the size effects and the externalities effects,the influence of urbanization development on agricultural industrial structure adjustment by factor mobility and demand,the influence of urbanization development on agricultural industrial scale and professional development by land intensive land use,the transformation of the mode of production organization and inter regional labor transfer.At the same time,the rural industrial structure adjustment affects the urbanization development by the supply and demand mechanism of factors and product.In the relationship between the two,the impact of urbanization development on rural industrial structure is more direct and prominent;the impact of rural industrial structure on urbanization development is gradual and long-term.(2)what is the relationship between the development of urbanization and the adjustment of industrial structure in our country? What is the interaction,the characteristics and the way between the development of urbanization and the adjustment of three industrial structure and agricultural industry structure,and agricultural industrial scale and specialization? In order to answer this question,based on making measurement,time trend analysis,space exploration analysis and system coordination degree analysis on urbanization development,this paper empirically tests the relationship between urbanization development and the adjustment of the three industrial structure and agricultural industry structure,and agricultural in dustrial scale and specialization.Research results show that:(1)The relationship between China's urbanization development and the three industrial structure adjustment in rural areas has a non-linear relationship.The influence of urbanization development on rural primary and secondary industrial structure show inverted U type,and the influence of urbanization development on rural third industrial structure show U type,by the mechanism of the transfer of rural surplus labor force,scale effects and external effects.Conversely,the influence of rural primary and secondary industrial structure on urbanization development shows U type and the influence of rural third industrial structure on urbanization development on show inverted U type.On the regional effect,in the eastern region where the market mechanism is more perfect,the interaction between urbanization development and rural first,second and third industry structure adjustment is more significant,while in the Midwest this relationship is relatively weak.On the structural effect,the mutual influence between economic urbanization development and rural industrial structure adjustment is the most significant,which is the specific embodiment of its leading role.(2)Moderate urbanization development is conducive to promote the adjustment of agricultural industrial structure,and the adjustment of agricultural industrial structure has a positive impact on the development of urbanization.On the one hand,in the role of positive and negative double effect,moderate development of urbanization can accelerate the optimization and adjustment of agriculture industrial structure,while excessive urbanization development is not conducive to promote the optimization and adjustment of the industrial structure of agriculture.On the other hand,the adjustment of agricultural industrial structure is a slow long-term dynamic process,and the short-term effect of agricultural industrial structure adjustment is not significant.Under the theoretical path of supply and demand,production factors and sustainable development,the adjustment of agricultural industrial structure has a significant long-term effect on the development of urbanization.As far as regional coordination is concerned,the regions where the adjustment of agricultural industrial structure lags behind the development of urbanization mainly be in China's central and western regions,especially in the northwest,southwest and other economically underdeveloped provinces.(3)The mutual influence between urbanization development and the scale of agricultural industry is more significant.Under the theoretical path of intensive land use,production organization mode and regional labor transfer,the mutual influence between urbanization development and agricultural industrial scale is more significant.However,the mutual influence between urbanization development and agricultural industrial specialization is not significant due to the impact of the inherent development path of agricultural industrial specialization.(3)How to promote the adjustment and optimization of rural industrial structure based on the development of new urbanization,and to promote the integration of urban and rural development? In order to answer the question,this paper puts forward the policy suggestions on the adjustment of rural industrial structure under the conditions of new urbanization development in China.In term of the three industrial structure adjustments,we should make use of urban and rural economic elements' flow effect to optimize rural industrial structure adjustment on the basis of regional effects of the urban and rural economic development.In term of the agricultural industrial structure adjustment,we should guide the adjustment of agricultural industrial structure basing on urban economic positive role,develop a reasonable development strategy of urbanization basing on the goal of agricultural industry structural adjustment,promote actively the construction of agricultural organization basing on the long-term effects of the agricultural industrial structure,meanwhile,promote reasonablly the interaction and coordination mechanism for the development of urbanization and the adjustment of agricultural structure.In term of agricultural industrial scale and specialization,we should improve the land circulation mechanism to guarantee the agricultural industrial scale and specialization,play urban economic spillover to promote agricultural industrial scale and specialization,optimize the supply and demand of human resources to ensure the agricultural industrial scale and specialization,and reform the system of information platform to accelerate the agricultural industrial scale and specialization.
