The Research On Catching-Up Independent Innovation In China's Industry

Since China's reform and opening up, China's economy,especially the manufacturing industry,actively take part in international division of labor,and build the brand "made in China" successfully.Along the way to big country from producing, consumming to crating,China's most roads in industry innovation still needs to explore and experiment.Combinning with the technical independent innovation and industrial development has gradually become the basic model to promote the economic development rapidly in many countries of world,especially developed countries.As the world's second largest economy, the the world's economic power, China cannot adopt the follow strategy as in the past on science and technology and industry innovation,it needs to rely on independent innovation to enter the same starting line as other developed countries and take a break in in key field. The result of independent innovation is making the backward industry master the world's advanced level of technology,achieve the technology's catching and up.The technological catching-up in industry level is the key to achieve the overall technological catching-up of a country,is the inevitable choice of China's industrial development. In this background, the concept of the industry's catching-up independent innovation is proposed in this paper.Under the guidance of the Party's ‘independent innovation' strategy,in the process of "China creating", high-speed rail, communications equipment manufacturing and other industries achieves significant improvements in the technology development and application,break through a batch of key core technology, Research and development high-end products with independent intellectual property rights,achieve the technological catching-up through independent innovation. So this paper on the basis of summarizing the course of industrial innovation in china,analyze the innovation mode of the high iron industry and communication equipment manufacturing industry,find out the common characteristics of industrial catching-up innovation model. Study found that the independent innovation mode of two industries is not the same, high-speed rail industry's innovation model is mainly dominated by the government, while the communication equipment manufacturing industry is the enterprise led innovation model, but there are common characteristics between two industries,the industry does not depend on technical import,but depend on the digestion and absorption on basis of Technical import, make adaptive innovation and independent innovation in the view of the market demand,so as to realize the technology's catching-up. There are some similar key factors which affec the innovation model, first of all,the government has played a huge role to ensure the introduction of technology and the direction of independent innovation; secondly, the industries break the barriers of cooperation to create an advanced open platform for cooperation; again, the industries take a large number of R&D investment to ensure the sustainable development of industrial innovation activities; finally, the industries make the products according to specific national conditions which are able to stand the test of the market.Under the condition of reform and opening up and socialist market economy with Chinese characteristics,under the policy guidance of in the national ‘market for technology' and the construction of ‘independent innovation' and ‘innovative country', the innovation environment which the industry facing is almost the same,but different industries' innovation effect is different.Therefore,this paper classify the influencing factors of industrial independent innovation firstly,they are external factor which includs government factors and market factors,and internal factor which includes industry factors,technical factors knowledge factors and so on; then, this paper hopes to start from the perspective of "surface", find the key factors affecting the industry's catching-up independent. "Catching-up" is not easy to quantify, therefore, this paper takes the enterprise's sustainable innovation ability as the substitute index of "catching up", in consideration of the data's availability, select 66 companies in the re evaluation of the 130 "national technology innovation demonstration enterprise" in 2011 and 2012 as the research objects, take the volume data from their 2015 annual report as data source,carry on grey relational analysis, sort the key factors that influence the innovation, the conclusion is that the enterprise scale and the innovation input which the enterprise can use have the biggest influence on innovation; Next, from the view of point, comparing the high-speed rail industry to automobile industry,which both belong to transportation equipment manufacturing industry, comparing huawei to zte which both belong to the communication equipment manufacturing industry, finding out the key influence factors which influence industry catching-up independent innovation. After compared we find that,although relatively speaking, external factors are the important factors for the success of the high speed rail industry's catching-up independent innovation, internal factor is an important factor for the success of communication equipment manufacturing industry's catching-up independent innovation, but overall it seems, the industries(enterprises clusters) which achieve technology catching-up, not only the role of the external factors in the process of innovation is higher than other industries, the industry itself also attaches great importance to technological innovation.As a secondary technical level nation, in the process of stepping over “innovative country” for China,the Government and enterprises both need to develop their own catching-up strategy to achive technological advancement.Therefore,this paper sums up the experience of China industry catching-up independent innovation and inspiration,from the perspective of government and industry,provide powerful reference for national policy-making and industrial innovation system's construction and mechanism.From the government's point of view,it should focus on creating a social environment conducive to innovation,gather the resources needed for innovation,make or adjust innovation policy and supplement to market allocation; from the industrial point of view,it should focus on creating open research and development mechanism,innovation fund raising and investment mechanism and innovative talents training mechanism.
