On March 16,2014, the CPC Central Committee and the State Council issued "The National Planning on the New Urbanization (2014-2020)". As a big step in reform and development of the new era, new urbanization has people's high expectations. Its fundamental purpose is to achieve people's free and full development with adherence to the people-oriented principle. Marx said:"The essence of people is not an inherent abstraction of a single person but the sum of all social relations in reality." And social relations mentioned here include all the various social relations that people have developed in practice on the basis of productive relations. This is the theoretical core of Marx's conception of society and history. Marx believed that "social relations actually determine what extent a person can develop to", since the development of people is essentially the development of social relations. In view of this, construction of new social relations is a profound value reflection and a strong realistic concern on people's living state and their freedom and liberation. In the "four comprehensives" strategic layout, fairness, justice, democracy and harmony in social relations are everlasting topics. The "sharing" development concept proposed in the 13th Five-Year Plan aims at promoting social inclusion and improving people's solidarity, namely, in the process of socio-economic development, eliminating the estrangements among all levels and groups of society, getting all people together to share the results of socio-economic development, and laying a strong foundation for the development of political community. But from reality, the urban-rural dual-structure contradiction is far from breaking current social relations and meanwhile faces various traditional and emerging conflicts. The reconstruction of social relations therefore requires courage and wisdom of reform as well as the guidance of Marxist theory.The paper, based on research progress in academia, takes Marx's people-oriented thought as the guide, reviews and reflects on the practical explorations on social relations in urbanization of the East and the West, and explains the necessity and urgency to construct new social relations in new urbanization. Combined with the actual situation, the paper conducts an online questionnaire survey of Jinjiang, Fujian, one of the first new urbanization pilot cities, and makes a descriptive analysis of the current situation of its social relations; on this basis, the paper runs a mathematical analysis of the factors influencing satisfaction of its social relations by establishing a binary logistic regression model, and makes a systematic summary of Jinjiang's successful experiences and problems to be solved in the construction of social relations in urbanization. With Jinjiang as a case study, the paper gives an exploratory proposal about what paths to follow and what actual measures to take for China's building of new social relations, in the hope that this study's results will help to build new social relations in China. The ideal blueprint that the author draws for new social relations is:social relations return people-oriented, shift to people's free and full development, ascend to inclusive social relations, and ultimately makes capital serve labor, serve people and provide effective guarantee for the orderly and harmonious development of new urbanization construction with Chinese socialist characteristics, so that new social relations not only show urban civilization but also retain nostalgia.
