According to the characteristics of human capital scientific and technological innovation in Inner Mongolia, the present situation and problems of innovation on human capital of science and technology, and then this paper constructed the index system of the technological innovation efficiency of human capital of science and technology by literature analysis and expert interviews. Using human capital of science and technology data from the 30 provincial units including Inner Mongolia, on the basis of the DEA model and DEA--Malmquist index, the scientific and technological innovation efficiency of human capital scientific and technological innovation in Inner Mongolia was studied respectively from the static and dynamic view, and feasible suggestions are proposed on the basis of research results and expert interviews. This paper mainly analyzed from the following several aspects:(1) Construction of the index system of human capital scientific and technological innovation efficiency. According to the characteristics of human capital scientific and technological innovation in Inner Mongolia, based on the construction of regional science and technology innovation efficiency index system. The initial index system of human capital in Inner Mongolia scientific and technological innovation efficiency was set on the reference of the related research results. By selecting the input, output indicators which weigh more importance, the ultimate index system of human capital scientific and technological innovation was established on the basis of questionnaire survey.(2) Analysis of the scientific and technological innovation efficiency of human capital of science and technology in Inner Mongolia based on the DEA model. Research results show that:Technical efficiency is low during the year 2008 to 2010; technology efficiency loss is relatively large. This was associated with the fossil energy to promote regional economic development, matched the situation that paying not enough attention to the technological innovation. Inner Mongolia has been in a state of increasing returns to scale since 2009, this illustrates that human capital scientific and technological innovation has great potential for further development in Inner Mongolia. A preliminary conclusion is that the technical efficiency of Inner Mongolia science and technology human capital technological innovation increased mainly due to pure technical efficiency.(3) The dynamic analysis of scientific and technological innovation efficiency of human capital of science and technology in Inner Mongolia, using the DEA--Malmquist index. Research exults show that:From the annual variation, except 2009-2010 year raising technical progress, the other year technology changes are negative, this means that human capital scientific and technological innovation efficiency has been improved in Inner Mongolia science and technology human capital as a whole, however compared to technical efficiency, technical progress is expected to rise. The low efficiency of technological progress does not match the importance of the technology innovation Inner Mongolia science and technology human capital present situation.(4) According to the main factors that affect the scientific and technological innovation efficiency of human capital of science and technology in Inner Mongolia, feasible suggestions are proposed on the basis of research results and expert interviews. In the view of existing problems in the scientific and technological innovation efficiency of human capital of science and technology, first of all from the stock of human capital, human capital structure and human capital flow, puting forward countermeasures and suggestions to improve the innovation quality of human capital scientific and technological innovation in Inner Mongolia. And then, countermeasures were analyzed from the fields of investment of human capital scientific and technological innovation and the management system, from the view of Inner Mongolia's science and technology innovation.
