Energy saving and emission reduction in the twelfth five year plan is the strategic objective of China in order to relieve the constraints of resource and environment as well as cope with global climate change. It includes the reform of energy structure in which the proportion of clean energy is greatly increased. Therefore, usage of renewable energy is an important part of Chinese Dream. As a main kind of cleaning renewable energy, hydroelectricity development is the major part of energy development in China. However, hydroelectricity development has a great deal of influence factors, and it its efficiency subjects to the relatively ineffective immigrant settlement, environment protection and resource allocation, which fail to satisfy the demand of economic and social development.This report aims to study the impact factors and improvement method of hydroelectric development efficiency. From the perspective of theory and practice, this report defines hydroelectric development efficiency based on the theories of General equilibrium and Pareto efficiency, namely the ratio between the effective outputs and all inputs in a static way, and the product of technological efficiency and allocative efficiency in a dynamic way. The report will evaluate hydroelectric development efficiency in terms of immigrant resettlement, ecological environment, resource allocation and risk management as follows.For the concept of hydroelectricity development efficiency, this dissertation firstly introduces the nature and characteristics of mega hydroelectricity development project, defines the concept and select the measurement index, then discusses the influence of immigration settlement, environment protection and resource relocation on the efficiency of mega hydroelectricity development project. For immigration settlement, after indentifying the concept of immigrant resettlement efficiency and its elements, an efficiency evaluation method is proposed using Data Envelop Analysis. Based on that, the constraints and impacting factors are analysed. Based on the Field theory, long-term compensation settlement, portfolio diversification settlement and funding ability in the follow-up support management are suggested. Besides, the organisational structure and supervision are recommended to improve efficiency. With regard to environment protection for hydroelectric development, a fuzzy comprehensive evaluation method is used. From the perspectives of technology, subjective realization and environment, as well as objective supervision, the diversification of technology and usage, environment impact assessment and a a new regulation system are proposed.For resource allocation efficiency, it is divided into macro level of society and micro level of enterprise. A multi-objectives optimization model is developed including the hydroelectricity development enterprise, central and local government, immigrations, environment factors with the basic goal of harmonious satisfaction. To tackle the problem of resource allocation among projects group, a non-linear model and balance time expression are developed with the objective of profit maximization.The main exploration, improvement and innovation of this study are demonstrated in the following aspects:Firstly, From the perspective of economics school and project lifecycle, this report defines the concept of hydroelectric development efficiency, including absolute efficiency based on ratio analysis and relative efficiency based on Pareto efficiency.Secondly, based on the theory of welfare economics and the nature of Pareto efficiency, the narrow and broad sense of immigration settlement efficiency are proposed, and it is measured with the human, fund, material and time element. Based on the nature and characteristics of immigrant settlement, the current legal and managerial system is assessed and some improvement measures are recommended.Thirdly, a brand-new perspective is adopted to investigate environment protection in hydroelectricity development, in which dialectics is highlighted. Input-output ratio is used to define the concept of environment protection efficiency.Fourth, it comes up with the concept of projects group management of hydroelectricity development, points out the interrelationship between various stakeholders, and propose a resource allocation optimization model.
