With rapid development of industrial society,there is a substantial increase in demand for high quality human resources with technical skills.Thus,the system of vocational education teacher training is an effective way and important safeguard measure to improve the quality of vocational education.Meanwhile,it is also an inevitable choice driven by the inner necessity of teachers' professional development to establish a lifelong learning organization.Germany is the world's leading nation for vocational teacher training,where a relatively complete and scientific system of vocational education teacher training has been established.Its theoretical essence and practical experience can provide guidance for teacher training system of vocational education in China.This paper follows the general framework of "Consolidation/Analysis – Reflection/Construction",and uses a logic model of "Theoretical basis – Construction background – System Deconstruction – Empirical generalization – Enlightenment and reference".The study methods of this paper are literature research method,historical research method,comparative research method and system analysis method.On the basis of summing up and extracting the successful experience of Germany,the paper analyzes the construction mechanism system of German system of vocational education teacher training,while reviewing the “bottleneck” of China's vocational education teachers training system.The paper aims at constructing a theory for teacher training system,which meets the need of professional development of China's teacher training of vocational education.First of all,the paper establishes the theoretical framework in the study of German training system of vocational education teacher.Based on the theories of teacher's professional development,social symbiosis,synergetic and total quality management,this paper analyzes the training system from the following four parts: goal of training system,organization structure,operation mechanism and quality guarantee.The above theory provides adequacy to explore the systematic mechanisms of training system construction.Furthermore,the paper clarifies the momentum and direction of German's development in the system of vocational education teacher training.External environment factors for system development include education policy orientated in European integration,development of German manufacturing sector represented by Industry 4.0 and the unique feature of Germany vocational training.Malfunction in the traditional training system and its reform are the internal factors for system development.What's more,the paper decodes the mechanism of Germany system for vocational education teacher training and summarizes its main experiences from four aspects.Firstly,the key of the training system is based on professional development of the teachers.Secondly,the training system is built on an organizational structure,which has diversified training subjects and a symbiotic subject-object relationship.Thirdly,the vertical coordination mechanism of all levels within the training organization,as well as the horizontal coordination mechanism between different training organizations is established.Fourthly,a system of training quality assurance involves both comprehensiveness and democratization.Finally,the thesis explores our vocational education teacher training system development model.This paper starts from the current situation of China's own system,such as problematic preferences in system construction,lacking of coordination between different training sponsors,decentralized organizational structure,dysfunctional operation mechanism,problems in quality control etc.Take German experience as a reference,this paper proposes optimization solution for China's vocational training system from the following four aspects: establishing a person-centered training system,constructing a multi-symbiosis organizational training structure,adopting a win-win and market-oriented training mode and creating a scientific and comprehensive training quality control system.
