As the primary productive forces,science and technology have strongly intervened into the process of economic and social development,which has become an indisputable fact.And with the development of modern science and technology,the interrelated development and the level of scientific research and technological innovation activities has been an important evaluation index of the science and technology competitiveness among countries.In 2002,Japan firstly released the Annual Report of the Progress of Science and Technology(2001),comparing and analyzing the differences in the interrelated development of the natural science research and technology innovation activities between Japan and western developed countries,in order to assess the development status of the activities of science and technology of Japan,as well to provide decision-making basis for formulating relevant policies.Since then,it's gradually concentrated the significance of the interrelated development between scientific research and technological innovation activities and its development level on the national innovating development strategy.One of the most important historical missions of universities,especially the world first-class universities,is to prosperously carry out the innovative scientific and technological research activities,and obtain more original relevant achievements.Therefore,to continuously improve the capability of the scientific research and technological innovation activities has become the only way to build and enhance the core competitiveness of the university,also the core content to construct the world first-class university.With the national innovation and development strategy being put forward,the university has been as the most important position of the scientific research and technological innovation activities in various countries,attracting much attention in the world.Furthermore,university's science and technology innovation has become an important part of the national science and technology competition.Its interrelated development status and level would be inevitably become the essential part of the national science and technology competition strength.However,along with the continuous expansion of the demands in the process of the economic and social development,our understanding on the science and technology has been increasingly narrowed.And the phrase of "science and technology",seems to only refer to the natural science and technology,but the spirit of the ever pursuit of the ivory tower——Humanities and Social Science have been gradually excluded from the science.Even between the natural science research and technological innovation,the latter has very strong momentum,and the basic position of the natural science is in jeopardy.Then,whether it means that the basic role of natural science,which was once at the upstream end,is no longer important to the downstream end technology,while the humanities and social science should pay homage to the ladder under the natural science and technology?Especially in the present,the construction of the "double class" university is now operating rapidly throughout China,and a new round of collaborative innovation activities about the production,teaching and research of China's universities is also vigorous developing.Systematical explanation on the interrelated development and its status among the humanities and social science research,natural science research and technology innovation activities,could be not only helpful to understand the basic laws on development of science and technology,also has an important guiding significance for planning the scientific research and technological innovation activities of the country and the university itself.Therefore,this paper is going to through the examination on the development history of modern university's science and technology activities,Chinese development status,and the leading experiences of the world first-class university,taking the interrelated development status of the university's scientific research and technology innovation as the research object,using the methodologies such as the empirical analysis and case study,to macro systematically explore the interrelated development status of the humanities and social science,natural science and the technology innovation activities,as well as the difference between the Chinese universities and the world first-class universities.The paper mainly launches from the following several aspects.First,to construct the theoretical framework of the interrelated development between scientific research and technological innovation activities in universities.Proceed from the theory understanding,the paper will examine the historic development process of the scientific research and technological innovation activities,systematically analyze its appearance and the developed history,summarize its history and present condition,and clarify theoretic knowledge framework of the interrelated development relationship among the research of humanities and social science,natural science and technology innovation activities.Second,to construct a cognitive map of the interrelated development relationship between scientific research and technological innovation activities.Starting from the practical development procedure of the scientific research and technological innovation activities,the paper will test its relationship evolution history in the practice,clarify the practical procedure of the interrelated development relationship change among the humanities and social science,natural science research and technological innovation activities at different historic development stage,and summarize the evolution cognitive map of the interrelated development relationship of the three.Third,to construct an empirical analysis framework of the interrelated development relationship and its level cognition between scientific research and technological innovation activities.Starting from the achievements produced status of the scientific research and technological innovation activities,the paper will select some representative domestic and foreign universities as the research samples.Through querying and collecting the output data of sample universities' scientific research and technological innovation activities,using research methodology such as scientific measurement,the paper want to establish the diagram of the interrelated development of theirs scientific research and technological innovation activities,obtain the interrelated development status between the humanities and social science and natural science research,humanities and social science research and technology innovation,and the natural science and technological innovation of those universities,and find out the differences between Chinese university and the first-class university in the world as well as get some enlightenments.Fourth,to construct a behavioral framework to promote the interrelated development level between the scientific research and technological innovation activities.From aspects of the theoretic and empirical conclusion,through the analysis of the graph encoding,the paper will deeply study the general rules of the interrelated development among humanities and social science research,natural science and technology innovation activities,and analyze the current condition on the interrelated development level among the above 3 aspects of the Chinese universities,and its difference with the world first-class university,to provide certain behavioral reference for the future planning on the relating scientific research and technological innovation activities of the country and the university itself.Fifth,to construct the philosophical thinking to examine the interrelated development relationship between the scientific research and technological innovation activities.From the angle of methodology,the paper will make a philosophical reflection on the necessity and the possibility of this examination.Furthermore,it will reflect on the science nature of this research,and from the aspect of philosophy,make a further theoretic analysis on this paper,that is,to provide a theoretical support for this study,and further deepen the foundation for future research.In recent years,it has been a hot issue of investigating the interrelated development relationship among the humanities and social science,natural science research and technology innovation activities and its level for the domestic and foreign technological policy making and study in the sociologic science and technology relating fields.Its relating research is also supply the new reference for some empirical research for the construction of the "double class" university.However,this study focuses on the macro level analysis,and only makes a preliminary exploration.In the future,a further study is required.
