Physical Education(PE)plays an important role in the implementation of educational objectives of comprehensive development of students.The entire work of Physical Education in schools is conducted through physical education teachers.The quality of the physical education teachers directly affects physical and intelligent development of students,affects the quality of the work of Physical Education.To improve the quality of Physical Education,we cannot ignore the role of the evaluation physical education teachers.In the context of Vietnam’s ongoing education reform in a comprehensive manner,along with innovations in physical education,physical education teachers in general and novice physical education teachers(working time from 05 years or less)in particular face opportunities and challenges.Novice physical education teachers have the advantages such as being trained in modern educational environment,being acquired the novice knowledge and skills,with the dynamism and enthusiasm of youth,etc.However,they also face many difficulties such as being not adapted to the novice working environment;being lack of experience on the job;incomplete knowledge and skills;immature and not-serious style and attitude;not-good relations with colleagues,students and parents;not fully focusing on the job due to external factor’s effects.etc.Therefore,the building of the set of evaluation standards for novice physical education teachers are essential.Through the evaluation process,the managers have the bases to using,arranging the work for the teachers reasonably;and plan to supporting,training and retraining novice teachers.More importantly,through the evaluation process,novice teachers will be aware of the strengths and weaknesses of themselves and from that,will promptly adjust,try to self-learning and self-training to improving themselves and develop their professionals.In the course of study,the study takes the Party’s viewpoints on the issue of evaluation of officials and civil servants:"Evaluation to clarify the strengths,weaknesses of their political,moral,lifestyle qualities,working capacity,effectiveness and prospects for development of officials and civil servants" as the guiding ideology;Taking these principles to ensure the orientation,the scientific and independent characteristics,to ensuring the accuracy and the comprehension and the feasibility,to ensuring the conformity with the evaluated object as principles to establishing the set of standards;Getting the bases such as legal bases,theoretical bases,practical bases and evaluation survey of the real situation of teachers in Vietnam as a basis for the study;simultaneously using multiple methods such as Literature Method,Expert Interview Method,Questionnaire Method,Statistical Method and Pedagogical Experiment Method,etc.to solving the research tasks.The main research contents of the study include:1.Looking at the bases:Legal bases(including the guiding ideologies and legal documents relating to the teacher’s evaluation issues);Theoretical bases(including reasoning "Lifelong learning",Arguments for the professional development of teachers,Theory of total quality management,Theory of evaluation in education,Theory of building set of evaluation standards teachers,Comparing models"development evaluation" and "traditional evaluation"...);Practical bases(including Professional characteristics of physical education teachers,Experiences on building professional standards of the countries in the world,Professional standards and way to evaluate-classify physical education teachers in Vietnam)to provide a basis for the building of a new set of evaluation standards for novice physical education teachers in Vietnam.2.Clarification of concepts related to physical education teacher’s evaluation issues such as evaluation,teacher’s evaluation,physical education teacher’s evaluation,criteria,standards and evaluation standards for physical education teachers...3.Synthesis and analysis of research projects at home and abroad related to teacher’s evaluation issues as well as issues on building set of evaluation standards for physical education teachers to grasp the overall of research issues and to find suggestions contributing to solve research issues.4.Investigation and analysis of the current situation on the physical education teacher’s evaluation in Vietnam currently.Contents of investigation includes:Basic information on the subjects of the investigation;Situation of physical education teacher’s work in schools;Situation of physical education teacher’s evaluation in general and physical education teacher’s evaluation in particular;The opinions of the physical education teachers and management officials for the building of a novice evaluation standards for novice physical education teachers in Vietnam.The survey results showed that physical education teacher’s evaluation in Vietnam still exists many limitations,such as:those working in education has not yet been properly aware of the role and significance of the evaluation of teachers;evaluation is just conducted as form rather than being invested properly to achieve the real purpose of the evaluation of teachers;out-up-dated objective evaluation(evaluation mainly aims to serve teacher’s classification for emulation and commendation);evaluation process is performed in a sensible way;the evaluation standards have not been built in a scientific way,inconsistent with the evaluation objects,the requirements are presented generally,not yet fully reflected in the work of physical education teachers,etc.They resulted in lack of accuracy,lack of fairness and objectivity;do not help detect the advantages and disadvantages of physical education teachers;do not reflect the true capacity and efficiency of the evaluation of the objects,etc.5.Building of the set of evaluation standards for novice physical education teachers.The set of evaluation standards is built towards development,focusing on how to help the novice physical education teachers detecting the strengths and weaknesses of themselves,as the basis for the novice teachers to the timely adjustments,training and retraining to improve themselves and their professional development.The set of evaluation standards is built in the model of evaluation by objectives,combining qualitative evaluation and quantitative evaluation.In addition,the set of evaluation standards also is built on the basis of combining personality structural model with professional activity model to reflect the requirements of the quality and capacity of physical education teachers,while pays attention to the physical education teacher’s particular profession characteristics.The evaluation criteria of the set of standards are divided into three levels,in each level,the criterion is gradually detailed and resolved.First,resolving criteria I(the Evaluation Standards)into a number of evaluation criteria II(Evaluation Criteria),then resolving the evaluation criteria II into a number of evaluation criteria III(the Indicators).In the set of standards,evaluation standards and criteria are general,overall,not specific;therefore,they should not be used to evaluate while the indicators will be presented in detail,specific,clear,easy-to-operated way that will be used directly as a basis for evaluating teachers.The set of evaluation standards for novice physical education teachers includes 04 standards(evaluation criteria I),they are:Basic qualities and qualifications,Working capacity,Working efficiency and Professional Development Capability;19 criteria(evaluation criteria Ⅱ)and 50 indicators(evaluation criteria Ⅲ).In each evaluation indicator,there are specific requirements,these requirements are divided into two levels,level 2 will require higher details than level 1.The evaluator or self-evaluator can be classified their evaluation according to those indicators into 3 categories:level 2,level 1 and failed.By that way,the one who is evaluated will be very convenient to view the evaluation results.With the indicators which the results are not reached or only reached level 1,the one who is evaluated will quickly be evaluated right away the limited points of themselves,from which,they will establish the direction to strive and overcome to improve themselves and enhance professional qualifications.6.Initially evaluate the scientific,comprehensive,accuracy,feasibility and relevance characteristics to the subjects of the evaluation standards.The evaluation process is conducted in 2 steps:Interview experts and Applying the set of standards in some middle schools.Initial evaluation results showed that experts and teachers who participated in the experiment have a good evaluation on the standards.Respondents agreed that the set of standards which be built by the study has met relatively a full range of requirements in terms of science,comprehensiveness,accuracy,feasibility and compatibility with the evaluated object-The novice Physical Education teachers participating in middle school activities;the set of standards can be continued to research and develop for practical application in the evaluation of physical education teachers in Vietnam.
