Primary-level Deliberative Democracy Mechanism Of Construction Under Management Modernization Horizon

In the 1980’s the emergence of Deliberative democracy impose an extensive influence on western academics and politicians,it is aimed to make up for the inadequacy of liberal democracy in the electoral system.Domestic scholars on the basis of combining the situation of specific deliberative democracy theory is introduced into China,and some of the innovation,the deliberative democracy with Chinese characteristics is proposed.Our country’ Deliberative democracy at the grass-roots level in practice is an important form of democracy practice,is suitable for the current China’s national conditions and development trend of the important form of democracy at the grass-roots level.Grassroots deliberative democracy with Chinese characteristics is under the leadership of the communist party of China,the people is closely related to its own interests,social organization of the masses of people at the grassroots level through collective discussion,exchange and so on a variety of ways,to participate in public affairs at the grass-roots level management consultation and decision-making process of a kind of practice activity.The modernization of governance is put forward for the scientific and standardization of deliberative democracy at the grass-roots level development provided a condition,at the same time,management modernization and intrinsically unified relationship between deliberative democracy at the grass-roots level.On the one hand,from the perspective of deliberative democracy at the grass-roots level,the development of deliberative democracy at the grass-roots level is an important part of management modernization,offer management modernization talks form;On the other hand,from the perspective of management modernization,modernization of management for the development of deliberative democracy at the grass-roots level provide system support and development of the favorable opportunity.In recent years,although the development of the deliberative democracy at the grass-roots level has made huge achievements,but there are also some problems.Deliberative democracy at the grass-roots level,for example,the relevant institutionalsupply,the results of deliberative democracy at the grass-roots level to carry out the uncertainty,weak consciousness and the ability of citizens to participate in the consultation,negotiation of plural pattern has not yet formed,deliberative democracy at the grass-roots level of supervision mechanism is not perfect,the practice of deliberative democracy at the grass-roots level form requires innovation,etc.The reasons for these problems mainly include: grassroots government interest tendency,citizens do not have a high level of understanding of the importance of negotiation and the implementation of the supervision does not reach the designated position,the result of the negotiation the influence of the traditional governance mode.Therefore,in promoting the construction of mechanism of deliberative democracy at the grass-roots level in our country should be mainly from the following several aspects:one is to strengthen the ruling on the top of the deliberative democracy at the grass-roots level mechanism design;Second is to improve the local Chinese people’s political consultative conference(CPPCC)in grassroots governance mechanisms play a role of main channel in the consultation;Third,we will improve the orderly citizen and social organization participation in negotiations at the grass-roots level of governance mechanism;Four is to establish security deliberative democracy at the grass-roots level to implement the work mechanism;Five,perfect the supervision mechanism of deliberative democracy at the grass-roots level;Six is the realization of the deliberative democracy at the grass-roots level of innovation mechanism.
