Research On The Development Concept Of The Communist Party Of China Under The New Normal

In the history of the communist party of China,there have been several different types of views of development.In the process of social development theory and the practice exploration in order to realize socialist modernization as the main goal,our party’s theory of development has experienced the new democratic concept of development,the traditional socialist concept of development,the reform and opening up concept of development,the concept of scientific development,the five concepts of development and so on,such several types of development theory in the process of historical evolution.These development theories constantly learnt from their predecessors’experience and lesson,had the past development practice as the foundation.They are active sublation on predecessors’ development theories,and reflect the development theory of our party in the unity on the succession,reform and development.The new normal is a new stage of development,produced under the changes of subjective and objective conditions inside and outside,when China’s economic and social development to a certain historical stage,especially on the basis of the reform and opening up 30 years high speed development.The new normal is mainly a transitional phase,embodied the changes from extensive development to intensive development,from the factor-driven to the innovation-driven,from the upper middle income stage to the high income stage,from a developing country to a developed country.Under the new normal downward pressure on China’s economy continues to increase,and maintain medium-to-high growth,promote the industry towards medium-to-high-end,there must be a new development idea and development strategy.Aiming at the prominent problems of economic and social development under the new normal,the Communist Party of China in the fifth Plenary Session of the 18th CPC Central Committee put forward the five development concepts focused on innovation,coordination,green,open and sharing,as the guiding ideology to guide the development of China during the 13th Five-Year and longer period.There five development concepts are the new development view of the Communist Party of China in the new normal historical stage.The five development concepts insist and develop Marxist development view.China’s economy has entered a new normal is the basis of argument for the five development concepts,and the theory of new normal has enriched and developed the primary stage theory of socialism with Chinese characteristics and the theory of development stage.The five development concepts make the meaning of development more abundant,so that the connotation of development has been deeply branded the sign of the people,and people become the ultimate goal and value orientation of development,and people-oriented and people-centered development thoughts have made the CPC return and adhere to the core idea of Marxist development concept.The five concepts fully utilize the ultimate principles of Marxist political economics,and firmly grasp the main problems of power conversion,change in the mode of development,adjustment of economic structure and so on,also present a method based on economy under the new normal of our country.The five development concepts are simple and clear,rich in content,with great inclusiveness and generality,and show the new changes and new atmosphere of our party’s theoretical style,with a new meaning,style and strength.They form a system of internal unity,and interact with internal and external response.The five development concepts not only have a clear problem oriented,but also pointed out that the solution to the problem and the direction of development by themselves.Innovation aim at the development of dynamic issues,and innovation-driven,innovative country are the inevitable way to realize modernization and become a developed country.Coordination direct at the problem of unbalanced development,emphasizing the weak links and padded short board,and enhance the development of balance and sustainability,expand the development space,and provide momentum for future development.Green focus on the contradiction between human and nature,and adhering to and realizing green development,can solve the contradiction between man and nature,economic development and environmental protection,the current development and long-term development,make the development more sustainable.Open care for internal and external linkage problem,and open development is the basis for further prosperity and development of China.Shared aim at social justice and fairness,and shared development must be achieved by co-building and sharing,to take the road of common prosperity.As a development theory the five development concepts,not only embodies the common features of Marxist outlook of development,but also have distinct Chinese characteristics and stage characteristics,and they are the specific performance of Marxist concept of development in China’s economy into the new normal.The concept of development mainly based on the five concepts of development embodies the general principles of Marxist concept of development,embodies the development of the people is the main purpose of the principle of development,prominently highlights the roles of science and technology and their innovation,manifests the harmonious coexistence between man and nature,emphasizes the thoughts of unity and balance of development,embodies the principle of the interaction of internal and external factors and so on.The five development concepts are characterized by the organic unity,the supremacy of the people,the realistic pertinence and the trend of the times.Adhering to and realizing the five development concepts,need for leadership,institutional reform,the rule of law and other strategic security.Specifically we must have an all-out effort to enforce strict Party discipline,comprehensive deepening reform,and comprehensive rule of law.If we are to do China’s affairs well,the key lies in our Party,also the development is no exception.Reform is a powerful driving force for development.Reform is the institutional reform in the final analysis,to change the old institution and the old system,and get rid of all obstacles of institutional mechanisms to the development of the five concepts,to establish the institutional mechanisms conducive to the implementation of the five development concepts,can guarantee the implementation of the five development concepts at last.Rule of law is a reliable guarantee for development.Adhering to the five development concepts,to achieve the great rejuvenation of the Chinese nation,we must fully implement the rule of law,to establish Country ruled by law,Government ruled by law,and society with rule of law,and bring economic and social development into the orbit of rule of law,to create a good legal environment ’for the sustained and healthy development of economy and society.We should promote the development by using the ideas and methods of rule of law.
