Since the beginning of the twenty-first century,the status of the Arab political Order shows that the deterioration of the internal and regional geopolitical environment has led to political imbalance in the Arab region.This study presents an analysis of various factors affecting the formation of an Arab Order,beginning with the end of the Cold War.The impact of the Cold War on the development of Arab international relations has deepened the political crisis in the Arab world.As a result of the Cold War,international relations have appeared as a unipolar hegemonic model.U.S.military intervention in the Arab region-the first military intervention after the Cold War-brought the greatest political shock in the history of relations within the Arab League.Subsequently,the United States began to promote its liberal political ideology,advocating the universality of American liberal democracy,and thus causing armed extremist groups to fight “against U.S.hegemony.” This conflict has exacerbated cultural and religious clashes between the Arab Islamic world and the Western world.The ensuing events of the 9/11 terrorist attacks have reinforced the international community’s prejudice against the Arab world.These events have had a profound impact on international relations,and have directly led to a new round of U.S.military intervention in the Arab region.As a result of these interventions,most of the Arab countries’ security systems have collapsed,and the Arab region has lost its original regional power balance.The above events are also one of the main factors that has caused the financial economic crisis in the United States and European Union.In recent years,a large-scale people’s democratic movement has broken out in the Arab region.These internal and external phenomena are harbingers of the collapse of Arab national politics,as well as economic,cultural and security Order.The first chapter of this thesis relies on analytical and descriptive methods.I examine the influence of international politics on the Arab Order,taking into consideration the performance of all Arab countries.The core of the second chapter lays in the analysis of the nature of the Arab state system,and how it affects the spread of local political issues.Included in this chapter is a general background of the religious and ideological conflicts that have contributed to the deterioration of the security situation in the Arab region,namely the Arab League.Due to its failure to ease tensions between the Arab countries,the Arab League is facing a crisis of confidence.Its biggest diplomatic failure-solving the conflict between Israel’s occupation and the Arab world-questions the effectiveness of the Arab Leaguesystem.Therefore,the second chapter also evaluates the diffusion and evolution of political dictatorship in the Arab world.A lack of good governance and economic financial corruption has resulted in economic deterioration,an increase in poverty and related problems,and a failed social justice system.The superposition of ethnic and religious factors,alongside social stratum problems and regional development imbalances,has made the original economic imbalances evolve into ethnic and sectarian conflicts.In many cases,the issues have even escalated into civil and sectarian war.The issue of sovereignty in the Arab region has further deteriorated since various denominations in the area began armed control over natural resources and domestic political systems.Followed by the outbreak of the Arab social uprising,these issues over sovereignty have accelerated the collapse of some countries’ corrupted political systems.The ensuing social uprising,however,quickly became a means of religious warfare.After experiencing ethnic and ideological sectarian conflict,the Arab world has now turned to a political-religious power balance.This has led to regional conflicts between religious groups,the cross-border spread of extremist armed groups,and the rise of terrorism and religious extremism.This issue,especially the rise of terrorism,has become the focus of global political security discourse.Social uprisings,political turmoil,economic downturn,and other factors have created an appropriate incubatory environment for extremism.After summing up the external and internal crises within the Arab political Order,chapter three presents a practical and progressive approach to solving the problems faced by the Arab Order and restoring the strength of the Arab region.In order to avoid a total collapse of Arab regimes,and to carry out effective strategic choices,the reform of the security system in the Arab countries should first be reformed.Reconstruction necessitates equitable,republican security institutions to protect Arab national security.The political reform of the Arab world is the essence of reforming all Arab countries.Reform should be aimed at defending the interests of the Arab people within the context of a unified democratic Arab Political Order,thereby building political and economic integration.Additionally,modernization should be a common strategic choice for all Arab countries;modernization should be the goal within all economic fields of the Arab States in order to catch up with the pace of global economic,social and cultural modernization,and to reduce social unrest and radical religious ideology,thus avoiding the spread of extremism.In the last chapter,I will use a forward-looking approach to propose a realistic strategic framework aimed at establishing a New Arab Order according to the historical analysis of the causes of the failure of the Arab system.Fundamentally,theimplementation of the Arab national strategic plan depends on "reform,change,modernization." In order to enter the twenty-first century as a 100 year-old establishment,the Arab League needs to organize a reform plan,update the Charter of the Arab League,reorganize the political and economic structure of the Arab League,and promote joint Arab action.Reform would be a strategic catalyst for the Arab Order and the transformation of Arab countries.Reform would establish new political,economic,and cultural structures in the region,and work to achieve Arab economic integration.This last point,especially,is one of the most important elements of regional integration.In addition,reform would strengthen the role of Arab politics and diplomacy in the international arena.A unified Arab region needs a New Arab Order.This robust New Order must rely on three pillars: Security integration,Economic integration and Democratic Political integration. |
