The Third Plenary Session of the 18th Central Committee of the Communist Party of China proposed a significant strategic proposition,' to promote the modernization of national governance system and capacity'. It is a hotspot in current academic circles both at home and abroad to make researches into national governance, improvement of national governance capacity and promotion of modernization of national governance system. From practical aspect, to study and summarize Mao Zedong's thought on national governance undoubtedly provides guidance and reference for national governance in China today. From theoretical aspect, it is of great theoretical significance to strengthen the theory development of national governance; to clearly understand the western governance theory; to correct mistaken ideas on Mao Zedong's thought on national governance, and to widen the research scope of Mao Zedong Thought. At present, there is a gap in research on Mao Zedong's thought on national governance. Therefore, it is essential to carry out researches on this topic.Chapter one examined the concepts of 'governance' and 'national governance'in western context and disclosed the essence of this national governance theory. It also investigated the concepts of'governance' and 'national governance' in Chinese context; pointed out the two totally different concepts about 'governance' or' national governance' in China currently, and discussed the relationship between the concepts of "national governance " and 'social governance' in this paper. The paper defined 'Mao Zedong's thought on national governance'; pointed out that it is a new pattern of 'national governance' which is not only different from'governance' in the pre-capitalist period, but also different from the modern western'governance', and answered the question whether Mao Zedong had his own ideas on national governance. The paper investigated the origin, formation background, and historical evolution of Mao Zedong's thought on national governance.Chapter two examined the main contents of Mao Zedong's thought on national governance, namely, political, economic, cultural, social, ecological, and the Party's governance; and governance targets, approaches, and practice results. The political governance target includes stable regime, democratic politics, and perfect political system; the approach is to take the socialist road, build the basic political system in China and the new administrative system; the result is to build the basic socialist political system with Chinese characteristics. The economic target is to build a powerful socialist industrialized county, to realize the overall balance in national economy; the approach is to attach great importance to the development of science and technology and reform the economic system according to the principle of "taking agriculture as the base, industry as the core'. The result is to build the relatively complete industrial system and national economic system, accelerate the development of national economy, and make significantly improvement in people's lives. The cultural target is to improve people's cultural level, " develop Chinese new culture ", cultivate our own intellectuals; the approach is to adhere to the leadership of the Party and Marxism, stick to the principles of'let a hundred flowers bloom and a hundred schools of thought contend'and'let the ancient serve the present; let the foreign serve the national'; highly emphasize the development of educational cause; and guarantee that culture must serve people; the result is to make significant development in the socialist educational cause, accelerate the improvement of various cultural facilities, and promote the flourishing of the cause of literature and arts. Social governance target includes social reform and promotion of social justice; the approach is to'make overall plans and proper arrangements', improve social mode, establish social security system, attach importance to medical health cause; the result is the transformation of society, relatively just society, improvement of social mode, tentative establishment of social security system and the significant improvement of medical health cause. The ecological governance target is to improve the agricultural producing conditions and ecological environment; the approach is to'plant trees and make our country green','work on irrigation and preserve soil and water'; the result is the accomplishment of the goal ecological governance. The Party's governance target is the advanced nature in values, the core role in influence, and the fine style of work; the approach is to pay much attention to the building of inner-party democracy and the Party's system, strengthen the training of cadre team, focus on the education and administration of cadre, promote the construction of the Party's thought, organization, and mode; the result is the purification of the Party, strengthen the Party's ruling ability, keep the Party's advanced nature, and win the trust of the people.Chapter three examined the three aspects of Mao Zedong's thought on national governance, namely, basic philosophy, methodology, and governance target. The basic philosophy includes people first, independence, people's democratic dictatorship, and national prosperity; the methodology includes the epistemological principle of seeking truth from facts, the materialist dialectics principle of unity of opposites; the systematic goal of national governance is to establish, strengthen, and improve socialist system; the strategic goal is to realize' the four modernizations; the long-term goal to realize communism.Chapter four discussed the historical position of Mao Zedong's thought on national governance, believed that his thought on national governance is the inheritance and development of Marxism and Leninism's thought on state governance; is the guiding ideology for national governance in Mao Zedong's times; is the guide for today's national governance theory in China. It showed us its enlightenment mainly including, applying the universal truth of Marxism and Leninism to Chinese reality, sticking to and improving the Party's leadership, focusing on the central task of economic construction, developing productivity energetically, and ruling of law.
