In today's society developing,culture has played a more and more important role as guidance,integration,and education.What is especially worth pointing out is that the role of culture is based on people's perceiving of culture.Only through cultural cognition can the value of culture be held,thus related cultural concept generates,and then specific activity can be launched under the guidance of culture.To see citizen's political participation from the viewpoint of cultural cognition,it takes cultural cognition as its precondition.Because only when the citizens form some cultural cognition of the practical political culture,can they generate relative political attitude,political orientation,and political behavior.So,the acceleration of the construction of democratic political culture to the citizen's political participation can not be neglected.The core of democratic political culture is democracy,so the citizen's cultural cognition on democratic political culture assuredly concentrates on the cognition and comprehension of democratic politics and its phenomena.Since human cognition comes into being in a certain context,it is based on previous political knowledge and government.Though it is difficult to form the culture of political participation without the citizen's participation,reluctant political participation,which is passive under the call of the government,or compelled participation when lawful rights are encroached on can only generate distorted culture of political participation because the subject status of the citizen isn't really reflected;This is the main content of the citizen's political participation.Secondly,the citizen's political participation must be standardized and orderly.Orderliness means keeping the rules,that is,various activities must be launched within the law.Rules assure the orderliness,that is,rules must provide maintenance function towards the citizen's political participation.This is the external form of the culture of political participation.Thirdly,the citizen's political participation should be political participation that promotes social stability.A society full of democracy must be a stable society,similarly,a safe and stable society must be filled with democracy,for democracy means harmony of all aspects of society,at the same time,harmony of all aspects brings about democracy.The citizen's political participation highlights the democracy of the society,and democracy brings more opportunities and conditions to the citizen's political participation.This is the most obvious social function of the culture of political participation.We have to admit that democratic education is absolutely essential when the citizen forms democratic political cultural cognition.The practice of political participation tells people:allowing the citizens to participate in politics when their political and cultural quality reaches a satisfying level is just equal to giving up eating for fear of choking.In fact,receiving education and political participation should be carried out at the same time.Therefore,we should support the citizen's political participation audaciously,lead
