Political participation is that the main participators influence benefit gambling process of the related domain on the basis of certain rule.The traditional theories take the participation as citizens and government the main participator from anthropocerntrist angle , and believe that only human being has the intrinsic value, other inhuman existences only have the tool value after meeting person's need.This kind of theory bears responsibility for the current ecological crisis and generational conflict to a certain extent.To get rid of the corner which the anthropocerntrist theory brings, we must redefine the main participator and the value of political participation from ethics angle, take the division basis by free will and benefit, not only the government, the non-governmental organizations, citizens, enterprise and the other social organizations are the main participator, moreover also the environment as well as the future person through agent, definitize the value orientation of the related domain, realized that political participation is the unification of tool value and the objective value .Political participation manifests the political ethics spirit and ecological ethics value main body, should occur in the public domain, the personal domain and the natural world. We may act according to the important persons, the thing, the event or the externality of behavior and stipulate the political participation degree of these three domains,moreover,effective political participation needs the rule as adjustment and guidance.We can understand political participation rule from two aspects.on the one hand,political participation is the collective behavior itself as a kind of rule , on the other hand, political participation also needs principle to adjust collective behavior. But rules cannot always guarantee the validity of political participation, because we still must avoid the majority tyranny.
