In the report of the 18th CPC National Congress, it is set forth that China's cultural sector will gradually grow to become a pillar industry of national economy and the nation will be constructed into a socialist cultural power. With increasingly fierce competition of cultural industry all around the world, the cultural industry of China is confronted with both unprecedented challenge and chance. In contemporary society, continuous innovation has become a main driving force in economic development. Therefore, to study and promote the development of cultural industry from the perspective of innovation contains its own internal evolutionary logic and embodies the urgency of the times.This paper is focused on the cultural industry, in which scale production of cultural products meets the requirement of people's spiritual life by discovering, reorganizing and processing, together with creating, producing, publicizing and consuming. By these activities, a comprehensive development of economy, culture, society and politics can be realized locally or nationally. Cultural industry has its own characteristics, besides some ones in common with other industries. Based on the artificial natural process theory, local knowledge, World 3 Theory and cultural theory, this paper proposes that cultural industry has some universal features, including the size, structure, transformation, profitability, and some particularities including the local, circulatory, symbolic, political aspects of cultural industry.Innovation of cultural industry refers to a set of creative activities based on the particularity of cultural industry, to make use of innovation methods, to rapidly transform cultural resources into cultural products and to promote fast development of cultural industry. The cultural industry innovation is an organic system consisting of technological innovation, institutional innovation and content creation. The cultural industry should be promoted scientifically and rationally, so as to be large-scaled, intensified and specialized. Scientific promotion of cultural industry consists mainly in four aspects: firstly realizing the comprehensive development; secondly, realizing the coordinative development; thirdly, realizing the sustainable development; fourthly, realizing humanism development.This paper has investigated the related theories and facts to look into how the innovation of cultural industry promotes the development of cultural industry. The innovation brings about two effects:firstly, breaking universal dilemmas in the cultural industry; secondly, breaking particular dilemmas in the cultural industry. Analysis on the mechanism how innovation promotes the development of cultural industry will be included in three parts: firstly, technological innovation is the main source to promote the development of cultural industry; secondly, institutional innovation is the protection of the cultural industry development; thirdly, contents innovation is the core in the development of cultural industry. With comparative analysis on domestic and foreign cultural industries, some problems and dilemmas are probed, and some constructive countermeasures are put forward. The purpose of practical study on the innovation effect on the development of cultural industry has been achieved.Research on the promotion effect of innovation on the development of cultural industry is significant to enriching and deepening the philosophical study on innovation of cultural industry, and promoting sustainable and benign development.
