A Study On The Construction Of Financial Informatization Performance Evaluation System In Three-A Grade Hospitals

With the fierce development of informatization techonology,various related industries have taken shape in a wide range of areas.The informatization level of certain fundamental industries concerning people‘s livelihood,like education and healthcare,are bound to the ability of a nation.On healthcare,National Health and Family Planning Commission have issued a series of documents related to carrying out healthcare informatization in recent years,which is composed of 58 items of healthcare industrious standards involving Shared Documents of EMR(Electronic Medical Record)and Hospital Information Platform,as well as EHR(Electronic Health Record)and Regional Health Information Platf orm.According to the National Conference on Health and Hygiene Meeting in 2016,we should carry out the application of big data of healthcare,on the basis of the improvement of population health information service system.The medical informatization has been attached great importance to a highest decision-making level.When it comes down to hospital management level,the key part is the overall management of human,financial and material resources,among which the financial one goes throughout the whole process.Hence the construction of financial informatization is the fundamental part of hospital management,even the development of healthcare industry.This study is focused on the performance of financial informatization in top three-A hospitals.It is composed of 7 chapters,with the efforts of creating a performance evaluation mode of financial informatization in top three-A hospitals,and putting forward the corresponding strategic plans based on the former results.Here are introductions of the 7 chapters:The first part serves as an introduction to the problem itself,the practical and theoretic background of this study,its purpose and significance,as well as the content and technical route.This part mainly describes the paper‘s practical and theoretic background,and gives the review of related researches home and abroad.According to data access and experts interview,we compared the enterprises performance appraisal system,hospital performance appraisal system and information performance appraisal system.Based on the research,we got the conclusion that the shortcomings of current research.(1)Compared with the enterprises‘s goal of profit earning,the hospital‘s goal is to earn social benefit,thus taking the enterprises‘s performance appraisal system is not appropriate.(2)The current research focuses on the macro performance,lack of detailed financial information construction.(3)The index wight mainly based on the experts‘ interview,which is more objective.(4)Quantitative study does not play an important part in the current research.Based on the upper shortcomings of current research,we designed the paper ‘s content and technology roadmap.Firstly we give an overview of 3-A hospital‘s financial information theoretical basis,we use Balanced score card(BSC),Delphi method to design the index system,and according to Analytic Hierarchy Process(AHP),we got the 3-A hospital financial information performance appraisal mathematical model,at last we proposed the strategies of improve the hospital‘s financial performance.The second part deals with the main concepts and related theories.To be specific,financial informatization in three-A hospitals,three-A hospitals,financial informatization,performance management,the contents,process,purpose and significance of performance management,the main content and theoretical origin of BSC(Balanced Score Card),the development process of BSC,its background of creation,SSC(Strategic Score Card),strategic management mode and BSC,as well as the strategic management framework of BSC.The third part is an analysis of concrete embodiment of financial informatization in three hospitals.This part is divided into two parts,namely,content embodiment and strategic examples.Strategically analyzes the advantages and disadvantages by means of SWOT from big to small and from far to near,and scientifically put forward the strategic choice in the study.The main content of this part is describing a hospital‘s financial performance sample determination process,and give this research‘s strategy.The forth part is three samples from financial informatization evaluations in a three-A hospital,which describes hospital information construction‘s effect to medical benefit.The three examples are(1)disease expenditure based on the mathematical model.(2)Self-help machine project.(3)Investment in hospital informantion‘s effect to medical benefit.The fifth part is the expert‘s consultation of this study.Expert consultation method is not only the main study method in this study,but also the key study measure throughout all stages.By the consultations of three rounds in Delphi Method,the open-ended question is converted into the specific indication,with a clearer thinking and be tter-improved questionnaire,thus a reliable result can be achieved.we got the conclusion that we would choose data acquisition table,balanced score card mathods,and formed the content of mathematical model which including the goal,4 diciplines,10 sub-diciplines and 31 detailed strategies.The sixth part describes the construction subject of financial informatization performance evaluation in three-A hospitals.On the basis of the former fifth parts,the author puts forward the ?four-dimensional‖ financial informatization performance evaluation system in three-A hospitals.Based on 11 experts score,and give consistency test to the experts‘ score,we analysis the appraisal index.On one hand we compare the differences between Analytic hierarchy process and mean method,on the other hand we compare the top 5 indexs‘ effect to the appraisal index system.According to the computer simulation,we got three 3-Ahospitals‘s score,which are 7.858,6.486 and 4.769.Thus can prove that the 3-A hospital ―four-dimensional‖ financial information appraisal index system,which this research constructed,is reliable and practical thus can provide some theoretical evidence to the hospital financial construction.The seventh part decribes the strategies of improving financial information performance.On the one hand,we should put more emphasis on 3-A hospital‘s security reliability.On the other hand,we should construct a series of strategies from plan of financial information system to construction of hospital financial informational standard system.In this study,a typical top three hospital,the affiliated hospital of a university in Southwest China,is chosen as the sample,whose financial informatization changes in recent 7 years are compared vertically.Delphi Method is used in this study,during which the data collection table is modified for many times according to three rounds of expert consultation.In this study,a satisfaction survey is conducted for users of financial software and patients,by which the accurate data closely related to financial informatization is obtained.The BSC used in this study generalizes the data collection table hierarchically,build model,and conduct weight analysis,thus clearly reflecting the relation between data and theme.By the evaluation of sample‘s financial informatization,we can arrive at the conclusion that the financial informatization is constantly updated.After the financial informatization management is put into use,the overall work efficiency of hospital is improved,which provides the basis for hospital‘s performance management.
