also caused serious environmental pollution and ecological crisis.From1930s to the early 1970s,"eight big pollution incidents"have maken tens of thousands of people were killed.Human paid a terrible environment costs for their own actions."Not magic,not the enemy's activity that make the life of the developed world unable to regenerate,but the people make themselves suffer."In the 21^st century,with the global economic growth,industrialization brings great wealth to the world and has severe influence on the environment at the same time.In 2008,the international financial crisis swept through the global,the world economy under siege.In response to the global economic crisis,stimulate the economy,create the jobs,reduce the economic development of carbon resource dependence,and solve the problem of global ecology.On December11,2008,at the UN climate change conference,the UN secretary-general Ban Ki-moon put forward the concept of"Green New Deal"formally,which aimed to the sustainable development of environment and economy.When the Green New Deal was proposed,quickly get the positive response in major developed countries?regions?such as Europe,America,Japan and some emerging developing countries.These countries make use of the new opportunities brought by the global economic transition,and launch a series of green development planning as the core of developing low cabon cycle economy,trying to promote the economic transformantion and realize the sustainable development of their own through the implementation of the"Green New Deal",in the process of a new round of economic development.China is the biggest developing country in the world.It must grasp the historic opportunities and deal with various risks and challenges,if it wants to stand out from the fierce international competition.Since the founding of the People's Republic of China,the Chinese communist party is guided by the marxist concept of development,attaching great importance to the ecological thought treasure of traditional culture,drawing nutrition from western ecological theory,having a preliminary understanding of the concept of green development in the socialist construction practice,and exploring green development path continuously.Along with the advancement of reform and opening up,the communist party of China has the further deepen understanding and practice of the green development.Since the eighteenth congress,Xi as the core of the CPC central committee,keep up with the trend of the times development and people's expectations,attaching great importance to and vigorously promote the green development.Significant results are obtained in construction of ecological civilization.Green development has gradually become the consensus of the people of the whole country and all the important trend of development.China has increasingly become the driving of the global Green New Deal and the important force in the process of ecological construction.In October 2015,the fifth plenary session of the party's 18 put forward the innovation,harmonious,green,open,sharing development idea,making the green development as a basic concept of economic and social developing during the period of 13th Five-Year planning and even longer.The green development gets up to the will of the party and state,becoming the party and the country's governing idea and the latest achievements of the construction of ecological civilization and regularity understanding of the the socialist modernization construction.The concept of green development will become the important lead of the development in current and future period.This paper combining the theory and practice research,will be divided into two parts,and a total of six chapters.In the theoretical
