Rules And Application Of Information Dissemination Of The Production Safety Accidents

Production safety has been very important in the process of economic and social development.Because production safety has the characteristics of long-term,complexity and repeatability in our country,in addition,enterprise’s main body responsibility is not implemented,illegal behavior is still outstanding and safety management and supervision does not reach the designated position,the production safety situation is still very serious,total amount of accidents is still large.The basic reason is the insufficient information dissemination of production safety,which results in that the management and frontline employees lack of safety knowledge and safety consciousness in some enterprises.As to leadership and employee,improving safety knowledge,strengthening safety consciousness is an important way to improve the safety culture literacy,which provides a guarantee for production safety.Therefore,in order to realize the safety production and reduce accidents,casualties and property losses,we should vigorously carry out information dissemination of production safety accident and improve safety management comprehensively.(1)Based on current production safety situation,by summarizing the experience and theory on information dissemination of production safety in domestic production fields such as transportation,coal,electricity,fire fighting,food,agriculture,and etc.It is concluded that,China’s production safety involves in more fields,and information dissemination of each field has been nearly in an alone state for a very long time,and never form a unified theory framework.The aim of this article is to expound on the connotation and importance of information dissemination of production safety accident,analyze the main factors of information dissemination of production safety,and form the theory of information dissemination of production safety accident.(2)According to the characteristics of information dissemination of production safety accidents,all kinds of information related to production safety accidents can be classified as production safety accident information.Information dissemination of production safety accident is a practice of individual socialization and social individuation.It is aimed to enhance the safety awareness and behavior and improve the situation of production safety,organized by information agents with plan and purpose and release the information to audience through various forms of media.(3)This paper introduces the basic principles of SEIRS information diffusion dynamic model,BASS information diffusion model,dynamic information lifecycle dynamic evolution model and network information diffusion principle of aging analysis.These models is suitable for information dissemination of production safety accident.(4)The effect evaluation of information dissemination of production safety accident can supervise and evaluate the actual effect of information dissemination,find out the weakness and focuses of information dissemination,and optimize the contents and ways of information dissemination.According to the characteristics of information dissemination of production safety accident,the evaluation index system is constructed,the index selection analysis is made,and quantization process of evaluation index of AHP and FCE is summarized.(5)The influence of various sensitive parameters on the information dissemination is analyszed based on SEIRS model,proportion of population in the state of dissemination I(t)is mainly affected by hidden rate,direct infection rate,indirect infection rate,exit rate,direct immunization rate and degradation rate of immunity,the rate of derivation of topic.Based on BASS model,the key factors that influence the spread of rumor information are found out,and it is concluded that the number of people affected by the rumor is affected by the informal channel coefficient and the degree of information distortion.Based on the principle of system dynamics,the influence of various parameters on the evolution of information lifecycle process is analyzed.The results show that information utility is obviously influenced by effect ratio of information agent,audience’s evaluation value,audience’s participation and information visibility.Audience attention is obviously influenced by effect ratio of information agent,audience’s evaluation value and information visibility.The change process of information utility and audience attention can reflect the evolution law of information life cycle.(6)According to structural elements and model of information dissemination of production safety accident,the process management on information dissemination of safety accident is explained from organization management,media management,agent management,audience management and file management,which provides theoretical guidance for information dissemination of production safety accident.(7)As for accident rescue in Pingyi,according to construction theory of information dissemination system of safety production,working mechanism,disseminating team and coordinative and inter-acting mechanism,medium carrier and form are set up.Subsequent effect is traced and analyzed with sub-public communication model for informational dissemination of accident rescue.Evaluation index system of information dissemination effect is established.Leading factors,such as authenticity of content,engaged time,timeliness of release,capital investment and change rate of audiences’ attitude are found out.Information dissemination effect is determined as very good with the method of fuzzy comprehensive evaluation,and improvement measures are proposed.(8)According to the accident rescue in Pingyi,relevant information of netnews and micro-blog are collected at the main timing points,the change rule of netnews coverages along with time is analyzed,the propagation rule of micro-blog information in micro-blog platform is analyzes.Results show that the release time of netnews and micro-blog information is closely related with the breakthrough of accident rescue,in addition,a single micro-blog information has a certain timeliness.(9)Combined with the accident rescue in Pingyi,the feasibility that whether dynamics information diffusion models,such as SEIRS and BASS,can be used to predict the trend of informational propagation,conception of modeling parameters are explained,measures are proposed to enlarge diffuse area of positive public opinion and control diffuse area of rumor information from informal channels.
