How to control the increasing severe regional air pollution effectively has become a global problem that is triggering extensive concern.This dissertation investigates the mechanisms of jointly prevention and control of air pollution(JPCAP).Useful countermeasures and suggestions for effectively implement JPCAP are provided after empirical researches.1.Methods for defining the scopes and priorities for JPCAP regions are proposed,and the priority evaluation indicator system is built based on the spatial and temporal characteristics analysis.Based on long-term monitoring data of air pollution,a new method for defining the JPCAP scopes is proposed by using the combination of principal component analysis,regression analysis and cluster analysis.After building an evaluation indicator system,a TOPSIS-based method for defining the priorities for JPCAP regions is proposed.The results of empirical research on the Yangtze River Delta(YRD)region shows that the whole region can be subdivided into four and nine JPCAP sub-regions for PM2.5 and O3 respectively.And the priorities assigned for each sub-region by using our method have proven to be well matched with their actual conditions.2.A cooperative game model is established for JPCAP,the calculating results of which are compared with that of the current non-cooperative model.The cooperative game model of JPCAP consists two parts: a model of optimal pollutant removal rates with two optimization objectives(i.e.minimizing pollutant reduction cost and maximizing the reduction in adverse health effects),which first incorporated the health improvement objective into the target system of JPCAP,and the cooperation benefits allocating model,which can reasonably assigned the benefits of health improvement and cost reduction among the participants according to their contributions using the Shapley value method.The results of empirical research on the Pan-Yangtze River Delta(PYRD)region shows that,if using the cooperative game model to control the SO2 pollution of PYRD region in 2012,it can respectively save 12.1% and 5.2% more than the non-cooperative model in reducing deaths from air pollution and the total cost.3.A tax regulation model is established for JPCAP,the optimal tax rate and each area’s pollutant removal rate of which are calculated by using the KKT conditions.The regional air pollution problem between the environment protection agenda of a region and areas within this region is attributed to a Stackelberg dynamic game.Based on the Multi-objective two-layer optimization theory and Stackelberg dynamic game theory,a tax regulation model considering reduce health damage and pollutant reduction cost is established for JPCAP,the decision variables are regional pollution transfer tax rate and areas’ pollutant removal rates.The KKT method is suggested to obtain the optimal solutions.The results of empirical research on the PYRD region shows that,both in reducing regional health damage and saving regional cost,the tax regulation model performed much better than the current non-cooperative model,the optimal regional pollution transfer tax rate should be 3343.52 Yuan RMB per ton.4.A method for optimizing the monitoring network layout is proposed from the perspective of JPCAP.The monitoring network layout optimization is attributed to solving the problem of assigning the stations to undertake different monitoring tasks.Thus,the optimization method for monitoring network layout is proposed based on the combination of principal component analysis,assigning method and cluster analysis.As long as the reductant stations and the locations need to be added new stations are identified,the optimization program can be determined.The results of empirical research on Shanghai’s AQMN shows that four stations of the ten in the current AQMN are redundant,which can be moved to the suburbs’ locations in the direction to the stations of Taicang Experimental Primary School,Kunshan Zhenchuan Middle School,Suzhou Industrial Park,Wujiang Industrial Zone,and Jiaxing Station.
