With the rapid economic growth,fog-haze becomes a big problem in China.Loss caused by fog-haze and policies to deal with the problem,are hot topics in recent years.Based on environmental economics,econometrics,game theory and synergy theory,this paper,focusing on the loss caused by fog-haze and synergistic protective policy of fog-haze,attempts to make an intensive research on the relationship between fog-haze and economic growth,the dilemma induced by the game of different subjects in the protective process,the synergistic protective policy to fog-haze,etc.The main content includes five aspects:First,existing literature about fog-haze is collected to provide theoretical base and ideas for this paper;Second,data from Anhui province is collected to analyze fog-haze descriptively,as a typical representative of China's fog-haze;Third,relationship between fog-haze and economic growth is studied quantitatively;Fourth,game theory is used to analyze the strategy among different subjects in protective process;Fifth,suggestions and proposals are made to solve the fog-haze problem.The innovation of this paper includes the following three aspects:First,based on current data,econometric methods are used to study on the relationship between fog-haze and economic growth,and loss caused by fog-haze is measured quantitatively.Existing literature mainly focuses on the monitoring of fog-haze or certain harm caused by fog-haze,but innovatively in this paper,vector autoregressive model is used to analyze the relationship between fog-haze's pollutants and economic index,using the data from 2002.Also,four kinds of loss caused by fog-haze are measured innovatively by using-valuation methods.Second,game theory is used to study the strategy and equilibrium among different situations in air environmental protection,difficult points are analyzed,and possible solutions are proposed.In existing literature,game theory is usually used in analyzing enterprise strategy;however,it is innovatively used in fog-haze's protective process in this paper.Five kinds of benefit games are studied,including the game among government,enterprise and the public,the game between individual and group,the game between central government and local government,the game among different local governments,the game between enterprise and public opinions,etc.Third,protective governance model is proposed cooperatively,which gives suggestions and solutions to solve the fog-haze problem.Current policies rely on air pollution prevention law,but in this paper,comprehensive ways including legal,economic,administrative ways are used proposed to combine synergistic protective policies.Some new suggestions such as solving excess production capacity,promoting official actions and improving green financing,are not only in accordance with hot political topics,but also possibly effective solutions to fog-haze.
