In recent years, geospatial information technology, network technology, computer technology and spatial database has been integrated rapidly. The architecture of computer software experiences a change from process-oriented, object-oriented, component-oriented to service-orient-ed.In the same time, traditional geographic information systems can not satisfy constantly changing application requirements, the geospatial information services come into being. The OpenGIS Consortium and ISO/TC211Geographic information/Geomatics drafted series of standards for sharing and interoperability of geographic information services.Geospatial information technology has been used in the field of environmental protection for several years, and many succeed cases can be found. But these cases are professional GIS system for some particular fields of environmental protection, and most of them depend on some particular GIS platform, The data format and the functions are limited by those systems themselves. Without the support of these systems, the data and functions can not been used.Different kind of GIS systems formed isolated "information islands" and cannot be shared and interoperated cross-sector.According to these issues,the thesis proposes an idea of applying geospatial information services to the environmental protection field,adopt the architecture of SOA, base on the standards of OGC, uses the open source software of geospatial information, builds environmental protection oriented multi-level professional spatial information services and achieve information of environmental protection to be shared and interoperated cross-sector. The specific research contents and achievements include:(1) This thesis made an analysis and research on the software architecture of the open source geospatial information system, and pointed out that the use of the advantages of open source software development and construction of environmental spatial information in the system construction costs, development resources, compatibility and software update cycle, and other aspects of the multi-level service system, which contributes to the promotion of the system framework and application.(2) This thesis studied the composition of the environmental protection industry data system. In order to achieve information integration and sharing of environmental protection, This thesis extended contents based on the national "environmental information metadata standards", made a thorough study on the metadata framework for environmental information, service mode, interface design and so on; performed systematic planning and classification on the resources of environmental information, we alse have conducted a detailed analysis of the different classification of elements in the multi-level expression of spatial information based on the concept of multi-level service and have made a thorough study on the necessary of environmental data center construction, composition and design, which point out the importance of the environmental "data center" in the integration and sharing of environmental information. Through the construction of the three systems, we can complete the construction work of the environmental information service system, which builds a solid foundation for the next step construction in the shared service system.(3) This thesis studied the composition of the multi-level function service system for environmental protection industry. To achieve mult i-level space service architecture of environmental, multi-level envi ronmental spatial information services are divided into geospatial in formation services and environmental space information service. And i t is researched the main application and service architecture of envi ronmental spatial information services, the study, where the importan ce of the work of various protection is pointed out. Through the stud y of multi-level function service system constitutes, it is laid the theoretical basis and reference for the construction of the whole sys tem.(4)This thesis proposed a scheme of environmental functions Service sharing and interoperability based on ontology, achieved description of environmental spatial information services, extended QoS description, services create, parse, and registration, researched matching algorithm to carry out the service composition based on OWL-S, and did some experimental verification. Studies have shown that using ontology to build environmental spatial information management service registration center, service match efficiency can be greatly imporved, at the same time inter-departmental sharing and interoperation of environmental information can be achieved in semantic level.(5) Using multi-level environmental spatial information service architecture, we build five typical application examples for environmental protection. These studies shown that if we build information system based on multi-level environmental spatial information service system architecture,environmental data integration and sharing can be easily achieved for different data sources and between different systems.
