It can be supported and fostered to amount to productive scale to some degree and market influence, setting regional economy in motion. Compared with conventional agriculture, characteristic agriculture has many features:obvious regionality, high quality of products, promising marketability and high efficiency in economy, etc, regulation innovation, technology advancement and market reform are the main factors of promoting the characteristic agriculture development. They are kernel variables.Then the research studies how regulation innovation, technology advancement and market reform promote the characteristic agriculture development. Findings show that formal institutions promote the development of characteristic agriculture in two ways:one is encouraging people to expect the behavior subjects to take actions in accordance with the institution goals; the other is restraining the opportunism behavior of some people to give up the actions unexpected by the institution. Informal institutions mean to enhance people’s sense of security and community attachment, improve interpersonal relationship and beat the transaction fee down. Technology advancement contributes to higher productivity level, reasonable allocation of productive elements and improvement of labors’quality. Market reform fuels the characteristic agriculture development by increasing the diversity of market subjects, enriching the market hierarchy, fastening the flow of labor factor, making the market more open and strengthening the competiveness of the market.After that, the paper further explores the relationship of the three factors in the process of promoting the characteristic agriculture development:regulation innovation, technology advancement and market reform. On one hand, the three factors tie to each other closely. Reasonable institutions help to promote agricultural technology advancement and the progress in institutions, in other words, is the progress in technology by breaking the balance in the present institutions, attracting continuous reform of other social institutions like economy, politics and law. Though institutions ensure an effective operation of the market, the institution innovation is led and constrained by the market for it is profit-oriented. Market mechanism provides technology progress with internal motivation by reflecting true market demand while the latter will break the balance of present market demand, causing new demand and thus promoting the characteristic agriculture development. On the other hand, the three vary in the ways, in the degree of influence and in the timeliness while promoting the characteristic agriculture growth.
