The mountainous area is an important area type. Because of its special natural ecological environment, abundant natural resource, cultural and religious features, as well as social and economic development model which is decided by special environment, it plays a particularly significant role in the developmental process of human history. In the modern development history, the status of mountainous area becomes more prominent. Countries in the world attach great importance to the development of mountainous area and establish related policies and laws to ensure it.In China, over69.3%land is mountainous area. It provides living and developing space for more than half the population, contributes over50%GDP and becomes an important barrier of national ecological security. However, due to the regional and environmental characteristics of mountainous area, social and economic development in that area relatively lags behind. Therefore, the development of mountainous area, especially the balance of economic development and ecological construction, is an issue must be addressed in the course of China’s sustainable development in the future, which has bearing on the ecological civilization constructionand realization of the grand goal of beautiful China.Forestry is the key to coordinate the relationship between mountainous area development and ecological construction. In mountainous area, forest land is the main land type and forest is main body of ecosystem. Abundant forest resource and ecological environment is the important resource base for the development of mountainous area. Forestry ecological construction in mountainous area is not only the core of forestry development, but also the key point of national ecological construction. Thus, it is of great importance and strategic value to deal with the relationship between forestry and mountainous area, to reduce their interaction and to promote balanced development.This paper selects the Tujia-Miao autonomous prefecture of Xiangxi—a typical impoverished mountainous area—as study area and the coordination between forestry ecological construction and development in mountainous area as entry point, based on some related theories including sustainable development theory, regional economics, ecological economics, etc. Through systematic and in-depth investigation,5major aspects are systematically discussed in the research:the internal relationship between forestry ecological construction and development in mountainous area, the contribution that forestry made to development in mountainous area, the restriction that forestry ecological construction exerts on development in mountainous area, the relationship between forestry ecological construction and poverty, the coordination between forestry ecological construction and development in mountainous area. Moreover, this paper takes forester, especially those who focus on development in mountainous area and forestry ecological construction, as research objects, measures and analyzes performance and problems in forestry ecological construction, and put forwards policy suggestion and an optional coordinated development model. The result turns out that forestry ecological construction makes greater direct, indirect and potential contributions to regional development. But the direct economic contribution is insufficient. The inadequate realization of economic interest is the main problem in coordinated development. Forestry has significant restriction on development in mountainous area. Under-compensation of ecology affects the response of forester to ecological construction, the analyze method of coordinate degree shows that the coordinate degree between forestry ecological construction and regional development is low, but it is on the rise, current related policies lack systematicness. The coordination between policies on development and ecological construction is poor, which has much room for improvement.
