The Study On Integrated Catastrophic Risk Management In China

China is famous for its vast territory, where the geologic structure and the natural environment are complicated. Besides the volcano outbreaking, violent earthquake,super flood and severe drought have been reported frequently.Those disasters have many distinguishing features, such as larger affected zone,high frequency,enormous losses, chain reactions etc.After the establishment of New China, the catastrophic risk management system of our own has been founded step by step, which provide important support in many stances.However, there are still many difficulties to solve.Firstly, from the perspective of the government, they are the only subject in the system.even if the conception of inter—department and public-private partnership have been proved to be feasible theoretically and practically.Moreover, poor awareness,low specialization and obscure function boundary are affecting the result of the system seriously.At last, Each subject only sweeps the snow from his own doorstep and doesn’t bother about the frost on his neighbor’s roof, which emphasized their own missions,ignoring the cooperation among the subjects.This phenomenon has the result of the loss of resource and efficiency.From the perspective of the theory research, social science and natural science have excellent results in the field of risk financing, risk early warning and catastrophe information system etc.However, the problems of management subject, the function definition,the cooperation mechanism etc still have important research value in this field.So, this paper focused on the integrated catastrophic risk management theory,which emphasized the organic separation and unity among the engagement subjects.Moreover,it got many support from other researching and choose the integration between the subject and its function as the study objective.empirical analysis.normative analysis, case studies, comparative study can be found in this paper. All of these are been done to improve the catastrophic risk management in our country.There are eight parts in this paper,the main content is as follows:The first part is the theoretical basis for this research. In this part, it introduced the background,the meaning and the logic structure of this research.It commented the related theoretical material, putting forward the research innovation and the forward trend expecting.The second part laid the theoretic foundation and introduced the research methods of this paper,including theory of governance, catastrophic economics and some theories about risks,which is aimed to get some constructive information in the field of catastrophic risk management.The third part introduced the development history and the practical innovation about the catastrophic risk management.After summarizing the definition and characteristics, the paper put forward the influencing factors and gave specific definition to catastrophe. In this part, the paper analyzed the connotation and extension of catastrophic risk management.Besides that, it compared the catastrophic risk management and the catastrophic crisis.Then,it studied this theme from many comprehensive and innovative perspectives.The fouth part analyzed the integrated catastrophic risk management in the theoric perspective.In this part, the paper firstly researched the mood of PPP.By discussing the main subject of catastrophic risk management,namely the government and the market, it put forward the motivation, restriction and the cooperation pattern between this two subject.However, this kind of operation mood can’t cover all the field of catastrophic risk management, it is necessary to get some support from the non-profitable organizations.So, it focused on the possible cooperation between these subjects in this part.The fifth part researched the integrated catastrophic risk management from the realistic perspective.This paper choose Japan and US as cases, due to the high frequency of catastrophe of these countries.it emphasized the multi-subjects and integrated functions in the process of researching, analyzing the related system in these counties.Moreover,it especially focused on the functional position and the specific management methods,explaining the integrated pattern and its forming background. All of this is to extract some common rules and experiences.The sixth part studied the reality of our country. After introducing the development history of catastrophic risk management in our country, this paper put efforts to study the subject of government, the market and the non-profit organizations.It analyzed the integrating reality of these subjects in our country, putting forward the deeper reasons of some problem, which laid foundation to the following content.The seventh part gave us a framework to the integrated catastrophic risk management in our country.By introducing the necessity and urgence to construct catastrophic risk management, this paper combined the Chinese reality and put forward innovative mentality.Besides,it proposed some suggestions to the system construction process.In last part, the paper suggest that it was unnecessary and impractical to abandon the existing management system.The top priority is to combine the theory and the practical experience together, improve the system from many perspective to integrate the multi-subject structurally,which can integrate the functions of these subjects then.By the above analysis, the paper achieved the following progress and innovations:Catastrophic risk management is in the process of developing and improving in our country.So there are still many blind spot in our system.This paper started from the definition of catastrophic risk management, put forward the specific mood of multi-subject,realizing the integration between these subjects.It is necessary to improve the cooperation between the government, the market and the non-profit organizations functionally.It enriched the research vision our country and made its own contribution in this field.In the studying process, the paper found that we were lack of the materials about the integration between the government, the market and the non-profit organizations.So this paper positioned itself to make some research in this field.Because of the huge catastrophic losses, the complicated derivative damage and the vast affecting areas, it was important to integrate these subjects functionally to operate the system better. In order to get this point, it take advantage many research methods such as empirical analysis,case study and comparative analysis.Moreover,it put forward the solutions and the implementation path to remedy the weakness of the catastrophic risk management in our country. This paper points out that our top priority is to combine the subjects and their functions together to break through the existing government dominant, market dominant pattern which were separated from each other.Then, it used the background of the earthquake in Wenchuan which is in Sichuan province, analyzing the specific reasons of unsufficient motivation, rigid system and the blurry boundary,and finding out the new impetus of the catastrophic risk management system in our country.At last, the paper put forward the structuring framework of catastrophic risk management system in our country, moreover, it designed the support system to the framework from macro and micro perspectives.
