Since1999, Indonesia’s higher education has entering new stage. Government promotes legal entity reformation at public colleges and universities, the plans to transform all public colleges and universities as legal entities. This is unprecedented in the Indonesia education history, is a fresh concept. Eight public higher education institutions of first and second batch succesfully were converted to legal entities. However, after several years of implementation to legal entities, these public colleges and universities finally returned to original pattern.During1999until2012, public colleges and universities in Indonesia have developed very dynamically. In this periode, the government promulgated a series of policies relating legal entity reform of public colleges and universities. This research is by these policies as object of study, analyzing content of policies and background of policies, will be able to understand legal entity reform of public colleges and universities in Indonesia of starting points, implementation process and results. These policies were inseparable from the country’s political, social and economic development.It is very regret that afterwards this reformation was facing intensity protest. No little people expressed denying the legal entity reform of public colleges and universities. Contrary to the government expectation, the end result is the legal entity reform of public colleges and universities suffered a setback, its policy be abrogated by the Constitution Court. Thus people can make the evaluation:legal entity reform of public colleges and universities in Indonesia is considered as "failure" of the reform. Nevertheless, after experiencing legal entity reform, Indonesia’s public colleges and universities or improved. The government indirectly proposed three types of public higher education institutions:traditional public colleges and universities, adopting finance management public service model of public colleges and universities, and legal entity public colleges and universities. This means that Indonesia’s public colleges and universities developed from sole model becoming diversified models. From these perspectives, the legal entity reform is not a complete failure, but has brought change for public colleges and universities in Indonesia.
